MINUTES

                                                                        

The Health and Human Services Committee of the DeKalb County Board met on Monday, March 1, 2010 @ 6:30p.m. in the Administration Building’s Conference Room East.  Chairman Jeff Metzger, Sr. called the meeting to order.  Members present were Eileen Dubin, John Emerson, Paul Stoddard and Derek Tyson.  Ms. LaVigne was absent.  Ms. Donna Moulton, Ms. Cathy Anderson and Ms. Linda Moser were also present. A quorum was present.

 

APPROVAL OF THE MINUTES

          Moved by Mr. Stoddard, seconded by Ms. Dubin, and it was carried unanimously to approve the minutes from February 2010.

 

APPROVAL OF THE AGENDA

          Moved by Mr. Emerson, seconded by Mr. Stoddard and it was carried unanimously to approve the agenda.

 

 

REHAB AND NURSING CENTER UPDATE:  MS. CATHY ANDERSON

          Ms. Cathy Anderson, Administrator for the DeKalb County Rehab and Nursing Center, introduced herself to the new committee members and updated the committee on what her department has been doing.

 

          She said that they have 190 skilled beds with 38 Alzheimer beds.  Their youngest patient is 31 years old and their oldest patient is 102 years old.  They do not admit people with serious mental health problems.  Mr. Michael Scavatto is the Manager of the Rehab and Nursing Center.  They employee 200 employees and have 9 department heads.  Between her and those 9 department heads they have 200 years of experience.

 

          She said that they take Medicare, Medicaid and private pay residents.  Last year they had 281 patients admitted with 197 discharges, 88 deaths and 166 hospital transfers.  They have $16 million in revenue in their budget this year.  All employees are AFSCME employees except Management.  The Rehab and Nursing Center is barely breaking even. They used to have about 70 private pay patients and now she has about 55.

 

SAFE PASSAGE INTRODUCTION AND UPDATE – MS. LINDA MOSER

          Mr. Linda Moser, Interim Director, of Safe Passage, introduced herself to the committee. She said that they are now looking for a new director and hope to hire someone by June 1st.  They are pretty stable financially right now.  The Illinois Coalition Against Domestic Violence told her that payments coming from them in March and through the end of the fiscal year will be slow again and then next year they expect them to be slow again along with D.H.S. They did lay-offs this fiscal year.  Their next step would be to start cutting programs.

 

She said that her agency serves people that are victims of domestic violence and sexual violence and they have an abuser treatment program.  They have no waiting list at the present time. The shelters are really full, she said.  They have one short–time shelter that can shelter only 5 families and the long term shelter can only shelter about 5 families.

 

 

GRANTWRITER INTRODUCTION – MS. EILEEN DUBIN

          Ms. Eileen Dubin, County Board Member, introduced Ms. Jenny Tomkins to the committee as a grant writer who has agreed to work with the County regarding writing grants for go green, economic development and social services.  Ms. Dubin said that she met about two weeks ago with Ms. Tomkins, Mary Supple, Pat Vary and Donna Moulton.  Ms. Dubin and Ms. Tomkins then met with Mr. Paul Borek at the Economic Development Corporation. 

 

          Ms. Tompkins said that she has done a preliminary search and she feels that she would need some feed back from the committee to help narrow down what we feel we really need her to research. 

 

          Chairman Metzger, Sr., said that she should be looking for whoever is most in need - that should be the first priority.

 

           The committee also asked Ms. Tompkins to research grants for the bike path and walking path that Mr. Hanson asked for and the Senior Center.  They directed Ms. Tompkins to get in touch with Ms. Donna Moulton and see what other agencies may need help.

 

         

SENIOR SERVICES TAX LEVY PROPOSALS DISTRIBUTED – MS. DONNA MOULTON

          Ms. Donna Moulton distributed the Senior Services Tax Levy Proposals to the committee.  They will be holding 2 meetings in April to conduct the hearings on this item.  Ms. Moulton said that this year they will have $515,000 to allocate.

 

          Mr. Stoddard asked if the one-time allocations should be included in the hearings, that is, the Ben Gordon request and the YMCA request 

 

          Chairman Metzger, Sr., said that he would like to have the one-time allocations included on the next meeting agenda.

 

 

END OF THE YEAR REPORT FOR THE COMMUNITY SERVICES DEPARTMENT – MS. DONNA MOULTON

          Ms. Donna Moulton, Community Services Director, presented her End of the Year Report to the committee.  She highlighted the area on the report that showed the majority of the grants that they have been using for the past year.  The HPRP grant has really just started in January 2010.  The GED testing numbers are low and they hope to have more dates to offer in the Spring.  Under Job Readiness there are no jobs to get people ready to fill.  With regards to her revolving loan, since no one has come forward to apply for the money, she has sought an alternative use that can be used.  She will be looking to use the money for county level employment for the youth.  She will be contacting Mr. Terry Hannan about possibly being able to hire youth for his department.

          Moved by Mr. Stoddard, seconded by Mr. Emerson, and it was carried unanimously to adjourn the meeting.
