MINUTES

August 2, 2010

 

The Health and Human Services Committee of the DeKalb County Board met on Monday, August 2, 2010 @ 6:30p.m. in the Administration Building’s Conference Room East.  Chairman Jeff Metzger, Sr., called the meeting to order.  Members present were Eileen Dubin, John Emerson and Patricia LaVigne.  Mr. Paul Stoddard and Derek Tyson were absent.  Others present were Mr. Herb Holderman, and Ms. Donna Moulton.  A quorum was present.

 

 

APPROVAL OF THE MINUTES

            Moved by Ms. LaVigne, seconded by Ms. Dubin, and it was carried unanimously to approve the minutes from June 2010.

 

 

APPROVAL OF THE AGENDA

            Moved by Mr. Emerson, seconded by Ms. LaVigne, and it was carried unanimously to approve the agenda as presented.

 

 

VETERAN’S UPDATE – MR. HERB HOLDERMAN

            Mr. Herb Holderman, Director of the DeKalb County Veteran’s Assistance Office, gave his update to the committee. 

 

            They have spent $55,265.92 on General Assistance for a total of 357 veterans.  They have seen 605 veterans that have come in annually.  They have done 83 visits offsite.  They go to Hinckley, now Waterman and Sandwich.  The 605 veterans do not include the 83 veterans they helped offsite.

 

They brought in $12,061.00 per month that goes to the veterans in the County. He said that they gave monetary awards to 16 veterans that totaled $96,985.00 in back pay so far this year.  They also transport vets for medical visits in Madison and Milwaukee, Wisconsin.

 

 

COMMUNITY SERVICES DEPARTMENT UPDATE – MS. DONNA MOULTON

            Ms. Donna Moulton, Director of the DeKalb County Community Services Department presented her update to the committee, (see her handout attached to these minutes).

 

            Ms. Moulton said that under the homeless prevention funds her department has spent $11,232.00 of those funds between February 10 and June 4, 2010.  These clients must document the one-time crisis that caused the situation.  This was a 75% reduction from last year.

 

            She also mentioned that FEMA funds of $19,624.00 were spent from 5/18 and 7/21.  These funds can help with up to one month’s rent or utility usage if a person is behind on their payments.

 

            She explained that in the ARRA Emergency Intervention funding they mostly exhausted them by April, pledges expired so she used some in June.  They had 453 households apply for funding and they assisted all but 77 with financial help.

 

            The ARRA funds that her office received - helped with 47 children receiving physicals for school last fall. 

 

            She also mentioned that three members will be leaving her Administrative Board so the county board will need to appoint new people to replace them in the near future.  So she will need two people who are from the private entity and one person who is a client of hers to be appointed.

 

 

ONE TIME ALLOCATION FOR THE SENIOR SERVICES TAX LEVY FUNDING

            Chairman Metzger, Sr., reminded the committee that there are two remaining one-time allocation requests that still need to be discussed.

 

            He said that the first allocation request is from the YMCA request.  He said that we have now learned that their request is all funded through other funding sources, which is very good. 

 

            The second allocation request is from the Ben Gordon Center who is asking for $5,126.13 to help pay for the cost of 3 laptops and 3 portable printers.  These items will be used by their case managers during their visits with senior citizens.  They will document their services for these older adults in the field, as well as, access the senior’s medical records electronically, update medications and provide greater access to medical information needed to maintain the older adult in independent living.

 

            The committee decided that they will hold off from awarding any more monies until they see what the amount of the funds will be that they receive for next year’s senior services tax levy budget.  The money could be very tight because of the economic times.

 

 

PUBLIC HEALTH UPDATE – MR. PAUL STODDARD

            Mr. Stoddard was not present to give his report.  The committee decided to put this item on their September meeting agenda.

            Moved by Ms. LaVigne, seconded by Mr. Emerson, and it was carried unanimously to adjourn the meeting.
