HEALTH AND HUMAN SERVICES COMMITTEE

MINUTES

OCTOBER 4, 2010

 

The Health and Human Services Committee of the DeKalb County Board met on Monday, October 4, 2010 @ 6:30p.m. in the Administration Building’s Conference Room East.  Chairman Jeff Metzger, Sr., called the meeting to order.  Members present were Eileen Dubin, Paul Stoddard and Derek Tyson.  Mr. Emerson and Ms. LaVigne were absent.  There was a quorum present.  Others present were Gary Hanson, Stephen Reid and Donna Moulton.

 

APPROVAL OF THE MINUTES

            Moved by Mr. Tyson, seconded by Mr. Stoddard, and it was carried unanimously to approve the minutes from September 2010.

 

APPROVAL OF THE AGENDA

            Chairman Metzger asked to have an updated on Hope Haven placed on the agenda as item #3A.

            Moved by Ms. Dubin, seconded by Mr. Tyson, and it was carried unanimously to approve the amended agenda.

 

UPDATE ON HOPE HAVEN

            Chairman Metzger, Sr., said that he had received an email from County Board Member Ken Andersen asking of the County contributed any monies to Hope Haven and if the County should get involved with the Hope Haven issue in the City of DeKalb. 

            Chairman Metzger, Sr., said that he copied Mr. Bockman and Ms. Moulton from Community Services, to get their answers on these questions.  As he suspected, the County helps out Hope Haven monetarily through it’s Senior Services Tax Levy once a year.  As far as getting involved in the issue with Hope Haven and the City of DeKalb , Mr. Bockman believed that homeless shelters are probably community provided dependent on whether or not one is needed in that specific community.

 

FY2011 BUDGET DISCUSSION – MR. GARY HANSON

            Mr. Hanson, DeKalb County Deputy County Administrator, approached the members about 2 budget appeals that had been filed regarding county departments that report to their committee.

            The first appeal is regarding:

  1. Reduce the Animal Control Vehicle from $9,000 to $5,000. 

The committee discussed whether or not a truck could go another year without being replaced  Mr. Hanson said that the vehicle is currently replaced every 7 years.  The county puts so much money away in an account to save for 7 years so that the money is there to replace the truck in a 7 year period.  Mr. Stoddard suggested that maybe the County could stretch that out to an 8 year period instead.  Chairman Metzger, Sr., said that he could support cutting the line item this year but not next year.

It was moved by Mr. Stoddard, seconded by Mr. Tyson, and it was carried unanimously to approve this appeal.

 

  1. The second item is to amend funding for the Ag Extension Service which was $32,000 in 2010 and recommended to be $30,400 for 2011.  The first appeal filed is from Mr. Todd who wants to reduce the amount even further to $27,360 and the second appeal filed by Mr. Hulseberg would increase the amount back to $32,000. 

The committee briefly discussed this issue by stating that there was no guarantee that these funds could be ultimately utilized by the Ag Extension Service.

It was moved by Mr. Tyson, seconded by Ms. Dubin, and it was carried unanimously to deny both appeals and to keep the original recommendation at $30,400.

 

COMMUNITY SERVICES DEPARTMENT UPDATE – MS. DONNA MOULTON

            Ms. Moulton, Director of the Community Services Department, updated the committee on what her office has been doing over the past few months.  She said that they are now finished with their ARRA funding.  Her office has helped 46 people with their G.E.D. Testing, they had set aside $6,500 for school physicals, but did not use all of that money; they have used all of their monies for scholarships that ranged from $500 to $1,000.  The revolving loan closed on $32,000 for the chiropractic business which will be opening soon.  They have spent 38% of their homelessness prevention monies and they have helped people with up to 3 months of their rent or utilities payments, which can range between $1500 to $2000. 

 

 

BOARD OF HEALTH UPDATE – MR. PAUL STODDARD

            Mr. Stoddard, who sits on the DeKalb County Board Of Health, said that they have reviewed their FY2011 budget that includes $465,000 in cuts for next year.  They are looking at reducing salaries @ $300,000.  They will be closing the Sandwich extension office because the hospital in Sandwich has reduced their area to 1 room.  The Well Child Program will be eliminated and Kishwaukee Hospital would continue with this type of program.   The Board of Health feels that they will have to do more with less money, but want to keep as many nurses as possible. 

 

 

EXEMPT EMPLOYEE EVALUATION

            The committee reviewed Ms. Donna Moulton and her annual goals.  Chairman Metzger, Sr., felt that Ms. Moulton has done an excellent job since being hired last year as Director of the Community Services Department.  The rest of the committee concurred with him and felt that she had “gotten up to speed” very fast.  The committee will be relying on her a lot next year.

            Ms. Moulton said that she will be working closer with all of the agencies in the County and that she will begin a closer collaboration with the Housing Authority.

            Ms. Moulton thanked the committee for their thoughtful words and guidance over the last year.

            Chairman Metzger, Sr., then thanked Ms. Supple, DeKalb County Coordinator from the County Board Office, for all of her work for the Board over the last twenty years.  He said that since they are not the County Administrator who gives her a review each year, he wanted her to know how much the County Board appreciates her hard work each year and how much she has helped this committee and others.  The committee concurred with him.

            Ms. Supple thanked the committee for their kind words.

 

            Before adjourning, Mr. Stoddard suggested to the committee that maybe they could look at only inviting certain agencies for the Senior Services Tax Levy next year since many of the agencies repetitive applicants.  The committee agreed to put this on their November agenda to discuss further.

 

 

ADJOURNMENT    

            Moved by Mr. Stoddard, seconded by Mr. Tyson, and it was carried unanimously to adjourn the meeting.
