MINUTES

September 13, 2010

 

The Health and Human Services Committee of the DeKalb County Board met on Monday, September 13, 2010 @ 6:30p.m. in the Administration Building’s Conference Room East.  Vice-Chairman Paul Stoddard, called the meeting to order.  Members present were Eileen Dubin and Derek Tyson.  Mr. Emerson and Ms. LaVigne were absent.  Mr. Metzger, Sr. called into the conference phone to participate in the meeting.   Mr. Gil Morrison was also present.  A quorum was present.

 

            Moved by Ms. Dubin, seconded by Mr. Tyson, and it was carried unanimously to approve Mr. Metzger, Sr. to participate in the meeting via conference phone.

 

 

APPROVAL OF THE MINUTES

            Moved by Mr. Tyson, seconded by Ms. Dubin, and it was carried unanimously to approve the minutes from August 2, 2010.

 

 

APPROVAL OF THE AGENDA

            Mr. Stoddard said that he would be pulling item #6 from the agenda as Ms. Moulton would be attending the October meeting to give her report.

 

            Moved by Mr. Tyson, seconded by Ms. Dubin, and it was carried unanimously to approve the amended agenda.

 

 

REGIONAL SUPERINTENDENT OF SCHOOLS ANNUAL REPORT FOR 2009-2010:  MR. GIL MORRISON

            Mr. Gil Morrison, Regional Superintendent of Schools for DeKalb County, presented his annual report covering 2009-2010 to the committee.

 

            Mr. Morrison said that his office, during the 2009-2010 school year, issued 358 new and 24 duplicate teaching certificates.  They also registered or renewed 1,290 teachers’ certificates. 

 

            Also during this time frame his office made funds available, through fees collected from the registration of teachers’ certificates, to local school districts and cooperatives on a formula basis to these in-service training programs that could be directed toward local school needs.  During the past year a total of almost $11,000.00 was provided to local school districts to finance their own institutes approved by his office.

 

            During the 2009-2010 school year, DeKalb County Truancy Intervention Program provided services to 204 truants and 95 chronic truants and 225 potential dropouts in DeKalb County.  Mr. Morrison said that their budget has been cut by 22% so they may have to lay-off 2 truancy people, he’s not sure yet.

 

            He also said that they have seen a drop in enrollment over the past year.  For the 2009-2010 school year the enrollment totaled 189,589 students.  The 2008-2009 school year showed enrollment at 18,605.

           

 

PUBLIC HEALTH UPDATE – MR. PAUL STODDARD

            Mr. Stoddard briefly updated the committee on the Public Health Board and Health Department.  He said that their Board’s Finance Committee would be meeting next week Wednesday to learn just how bad the budget cuts will be.

            Moved by Mr. Tyson, seconded by Ms. Dubin, and it was carried unanimously to adjourn the meeting.
