HIGHWAY COMMITTEE

 

July 21, 2010

 

A meeting of the Highway Committee of the DeKalb County Board was held on Wednesday, July 21, 2010 at 6:30pm in the Freedom Meeting Room of the Legislative Center, Sycamore, Illinois.  

 

Chairperson LaVigne called the meeting to order at 6:30pm.  Committee members present were Vice-Chairperson Augsburger and Mr. Emerson.  Also present were Mr. William Lorence, County Engineer, Wayne Davey, Support Services Manager and, Ms. Ellen Rogers, TransVac.

 

APPROVAL OF MINUTES:

 

Motion made by Mr. Emerson and seconded by Vice Chair Augsburger to approve the minutes of the regular June 3, 2010 meeting.  The motion to approve the minutes carried unanimously. 

 

APPROVAL OF AGENDA:

 

Motion made by Vice Chair Augsburger and seconded by Mr. Emerson to approve the agenda.   The motion to approve the agenda carried unanimously. 

 

PUBLIC COMMENT:   None

 

AWARD RESOLUTION #R2010-42 SOUTH GROVE ROAD DISTRICT TARP PROJECT: 

 

Mr. Lorence stated that bids were received for the South Grove Road District TARP Project on July 13, 2010.  Only one bid was received for this project.  Curran Contracting Company from DeKalb, Illinois submitted a bid meeting specifications for $156,957.00.  Funding for this project will be shared between the State and South Grove Road District and no County funds are programmed to be expended on this project.  This amount was under the Engineer’s Estimate of $164,892.00 and Mr. Lorence recommended award to Curran Contracting.  A motion was made by Mr. Emerson and seconded by Vice Chair Augsburger to forward this resolution to the full County Board recommending approval.  The motion carried unanimously. 

AWARD RESOLUTION #R2010-43 FOR THE KANE ROAD BRIDGE REPLACEMENT: 

 

Mr. Lorence explained that bids were taken on July 13, 2010 for the replacement of a box culvert on Kane Road in Clinton Road District.  Six bids were received with the lowest bid meeting specifications being submitted by William Charles Construction Company of Loves Park, Illinois.  William Charles is the new Rockford Blacktop and this Company has performed work in DeKalb County before and their work has always been satisfactory.  There was some discussion on why the Company changed their name and Mr. Lorence explained it was done mainly to get away from any stigma of being just a regional company.    This project will be funded by Clinton Road District and DeKalb County through Aid to Bridge funds with each entity being responsible for 50% of the construction cost of this project.  The lowest bid was $103,630.23, which was under the Engineer’s Estimate of $166,475.00, and Mr. Lorence recommended approval of this award to William Charles Construction.   A motion was made by Vice Chair Augsburger and seconded by Mr. Emerson to forward this resolution to the full County Board recommending approval.  The motion carried unanimously. 

 

ORDINANCE #2010-16 – AN ORDINANCE TO PROVIDE PUBLIC TRANSPORTATION IN DEKALB COUNTY:

 

Every year the Highway Committee assists TransVac with the requirement of certain resolutions needed by the Illinois Department of Transportation (IDOT) for grants associated with the operation of low-cost transportation services within DeKalb County. The Committee has previously acted on those resolutions, however, IDOT has directed an additional one time Ordinance from DeKalb County.  That ordinance is before you and it states that the County Board does deem it appropriate to provide transportation within the County limits.  A motion was made by Mr. Emerson and seconded by Vice Chair Augsburger to forward this Ordinance to the full County Board recommending approval.  The motion carried unanimously. 

 

CHAIR’S COMMENTS:      None

 

COUNTY ENGINEER’S COMMENTS: 

 

The Transportation Improvement Progress Report for June was provided to the Committee for their review.  The highlighted projects on the report were discussed.  South First Street, Perry Road and Peace Road projects have all been completed.  The Kane Road box culvert project will be awarded tonight if passed by the full County Board.  Our Old State Road Bridge project does not qualify for major bridge funds as it will cost less than one million to construct and therefore will be built with County funds.  This project will be scheduled for 2011 construction.  The County has been informed that our Coltonville Road Bridge project has been selected for Major Bridge Funding.  This is the first time DeKalb County has secured major bridge funds for any bridge project within the County.  Five Points Road Bridge project is now moving forward again after IDOT reversed its determination that there were wetlands within the river bed at the construction site for this project.  The DeKalb Road District Gurler Road project is undergoing a complete rework in order for the land owner affected by this construction to be able to keep his established walnut trees on his property.  The Baseline Road Bridge project is still making its way through the design stages as funding streams are being reviewed for possible use for this project.

 

ADDITIONAL COMMENTS:   Chairperson LaVigne inquired into the status of the Keslinger Road Bridge.  Mr. Lorence stated the Attorney General’s Office has been brought in on this legal issue and hopefully progress will begin to get this matter settled one way or the other in the near future. 

 

 

 

 

 

 

 

ADJOURNMENT:

 

Chairperson LaVigne inquired if there was anything else that needed to be brought before the Committee and hearing none asked for a motion to adjourn.  A motion was made by Vice Chair Augsburger to adjourn and Mr. Emerson seconded this motion. The motion passed unanimously and the July 21, 2010 meeting was adjourned at 6:46 p.m.
