AD HOC JAIL PLANNING COMMITTEE

MINUTES

DECEMBER 14, 2010

@3:30P.M.

 

 

The Ad Hoc Jail Planning Committee met in the Administration Building’s Conference Room East.  Committee Chairman Ruth Anne Tobias called the meeting to order.  Members present were Marlene Allen, Ray Bockman, Riley Oncken, Lt. Joyce Klein and Sheriff Roger Scott.  Ms. Turner was absent.  Others present were Jim Scheffers, Dennis Kimme, Douglas Lim and Julian Magdaleno.

 

APPROVAL OF THE MINUTES

            Moved by Mr. Oncken, seconded by Ms. Allen, and it was carried unanimously to approve the minutes from September 27, 2010.

 

APPROVAL OF THE CONTRACT WITH DENNIS KIMME

            Moved by Lt. Joyce Klein, seconded by Mr. Oncken, and it was carried unanimously to approve the contract with Mr. Dennis Kimme.

 

            Mr. Oncken asked Mr. Bockman if there were any “caps” in the contract

 

            Mr. Bockman said yes.

 

BUDGET TIMELINE – MR. DENNIS KIMME

            Mr. Dennis Kimme passed out the timeline for the jail project.  He highlighted various charts and tables to the committee that appeared in the report. 

 

∙           The kick-off date would begin on January 1st and the 20-weeks for the project

would finish at the end of May.  At that point in time there would be an end product that would be a detailed program of the building which involves space lists and breaks up those space lists into components of the building and how they should be assembled.

 

           Another important issue is if we look at an expansion of the current Jail or do we build a new freestanding jail  Currently Mr. Kimme said that as far as this program is concerned that issue is defined as a new facility at this location.

 

 ∙          Do a study on the current jail population to help determine future needs. Look at

past population numbers to learn more about why the population increased so

sharply after 2002.

 

           Look at another user of the building – the Sheriff’s office. Gain some idea

of where the Sheriff’s Office space is going in the future. 

 

 

 

           Sheriff Scott said that he wants to see the most efficient and safe use of staff in

the new jail.  He also wants the jail to be local law enforcement-compatible.

 

∙           Concerns of the Facilities Management Department:  they need to get to areas as

safely and efficiently as possible; larger areas to work in; well lighted; high

efficient units; energy efficiency, doorways that a pallet could fit through; loading area; holding areas for cars that are easy to clean. 

 

           Lt. Klein’s concern is not having the right space for certain inmates with special needs because no one else will take some of these inmates.

 

           Mr. Oncken would like to see enough availability to house inmates from other counties.

 

∙           Page 2 of the handout highlights the big issues of the jail, Page 3 highlights the Law Enforcement Big Issues.

 

∙           Page 4 highlights three primary housing area approaches, that is, direct supervision, indirect surveillance and intermittent surveillance.

 

∙           Mr. Kimme wants to meet with the County’s criminal justice practitioners to do some data homework.  Try to identify what happened with the numbers found in the chart on page 5.  Page 6 shows that the Jail population is up 47% in the last 5 years. The biggest part is the average length of stay which is up 33.8%. 

 

∙           The committee discussed how many gang members are now in our jail and impacting the population numbers along with increased sexual offense cases and domestic violence cases.

 

∙           Tentatively setting the next meeting date for the second week of January 2011 @ 3:30p.m.  Will contact the committee with the exact date when we hear from Mr. Kimme.

 

∙           Julian Magdaleno, Administrative Intern, will help Mr. Kimme with researching and creating a profile of the inmate population.

 

∙           Moved by Mr. Oncken, seconded by Lt. Joyce Klein, and it was carried unanimously to adjourn the meeting.
