MINUTES

 

July 19, 2010

 

 

The Law and Justice Committee of the DeKalb County Board met on Monday, July 19, 2010 @ 6:30p.m. in the DeKalb County Legislative Center’s Freedom Room.  Chairman Marlene Allen called the meeting to order. Those present were Riley Oncken, Mike Stuckert, Anita Turner and Derek Tyson.  Mr. Chambliss was absent.  A quorum was present.  Others present were Sheriff Scott, Chief Deputy Gary Dumdie, Regina Harris and Margi Gilmour.

 

 

APPROVAL OF THE MINUTES

            Moved by Ms. Turner, seconded by Mr. Oncken, and it was carried unanimously to approve the minutes from June 2010.

SHERIFF’S ANNUAL REPORT

            Sheriff Scott first introduced Mr. Gary Dumdie, the new DeKalb County Chief Deputy who has taken Mr. Kevin Hickey’s position, to the committee. 

 

            Sheriff Scott explained that he has sent his annual report to the committee a couple of months ago to review and if they had any questions to please ask them tonight.  He said that the inmates from the jail that are counted into the overflow numbers are housed in the Boone County Jail.

 

            He also said that the patrol calls have dropped slightly over last year.  Citations have risen by 30%, fatalities have dropped from 17 to 10, and investigations have risen to 23 new cases.  Some of these offenses that attribute to these new cases are scams, fraud and identity theft.  They have 7 new investigators in his department now.

 

            He said that the jail is running about the same as last year.

 

            Under staffing, Sheriff Scott said that he normally loses about 7 to 8 people a year due to retirement and switching people around from division to another division. 

 

Page 43 of his report highlights 3 arrests of people involved in an I.D. theft ring. 

 

            In the Sexual Assault cases have increased as well and they involve family members and acquaintances. 

 

            The committee thanked Sheriff Scott for his very informative report.

 

 

COURT SERVICES REPORTS – MS. MARGI GILMOUR

            Ms. Gilmour, Director of the DeKalb County Court Services Department, reported that in the Adult Report it shows that nothing is out of the ordinary for them. The CRS person is very busy and has a huge caseload.

 

            Her Juvenile Report shows that they had 3 detention admissions in June.  There were 3 kids for the first time for detentions.  One was for the 1st time, 1 for the 6th time, and 1 for the 11th time.

 

            She also mentioned that one young man has been placed in the Safe House and 1 family has started the MST program.

 

            Ms. Gilmour said that one of her officers is leaving and that they will have another opening.

 

 

PUBLIC DEFENDER’S REPORT

            Ms. Regina Harris, the DeKalb County Public Defender, said that they continue to be busy.  They have opened a lot of cases in June and closed not nearly as many cases.  The biggest increase that she has seen is in new Juvenile filings and sex offenses.

 

Ms. Supple, County Coordinator, asked Ms. Harris if the sex offenses are being seen around the college campus area 

 

Ms. Harris said no, they are not typically adult victims, what they are

mainly seeing is predatory sexual assault cases and a lot of violations of sex offender register rule.   A lot of people are not registering their addresses.
