Present:  Directors    Andersen,  Klein, Turner, Dillman

Absent Directors:  Casella

Also Present:  Scavotto, C. Anderson , Bockman, Lynne Shepard (observer), John Wilson (observer)

 

Acting Chair Klein called the meeting to order at 7:05 am.

A quorum was established and the agenda was approved as submitted.  Motion Andersen (second Dillman, unanimous).

 

The November minutes were approved with the spelling of Shepard’s name corrected (Motion Turner, Andersen, unanimous).

New Business


Management Report: Scavotto reviewed the operating position of DCRNC. The home will finish the fiscal year with an operating loss. The loss may be mitigated by additional Medicaid revenues that are likely to be recognized for Oct-Nov-Dec 09; the range of the additional revenues is likely to be in the range of $125-140k. The IGT restructuring process is still fluid; Bockman and Scavotto reviewed efforts to influence State HFS as it revises the Medicaid rate methodology. Expect reserve accounts, notably workers’ compensation, to need replenishing at year’s end and this activity will increase any loss.

The approach management is pursuing is designed to allow the home to deal with a higher Medicaid percentage. Cost reductions have been identified in therapy and in food service; if efforts are successful, cost reduction should approach $200k annually.

 

Managing the Standard Medicaid Rate requires a systematic approach to documentation and follow-up. That effort is under way. Exploring ways of streamlining work processes are also receiving renewed emphasis; a target of this effort is medication delivery and the focus of management actions will be on how the facility uses the medical director.

 

Scavotto introduced discussion regarding management transitions: MPA will be introducing Scott Gima into its management services; Cathy Anderson’s tenure must be considered; the tenure of several top managers at DCRNC must be viewed in light of impending retirements.


Scavotto reviewed current status of the Medicaid rate structure as DCRNC transitions to the new rate. It remains unclear what County homes will ultimately receive. Counties have organized to influence State HFS’ new methodology.

C. Anderson brought the Board up-to-date on AFSCME discussions as well as on the state of current

Thinking of a no-smoking policy for residents and for employees.
