Acting Chair Klein called the meeting to order at 7:05 am.

The agenda was approved as submitted.  Motion Wilson (second Shepard, unanimous).

 

The January minutes were approved. Motion Wilson (second Shepard, unanimous).

Management Report:

 

Klein asked about the current management contract. Andersen stated that MPA is paid $12,500 per month. Wilson asked for a copy of the MPA contract for review. Current board members have either not seen the contract or it has been years since it was seen.

 

Gima reviewed the monthly statistics for the first quarter of 2010. Overall average daily census (ADC) increased to 185 in March. A variable change in private pay and Medicare was seen. Private pay increased slightly between January and March (47.7 to 49.5). Medicare jumped from 22.6 in February to 29.1 in March. April stats show a continuing positive trend in private pay and Medicare. Medicare is down in April to 23.5 but still solid. Private pay was up to 54.5 in April. Andersen

 

Revenues for the first quarter of 2010 were compared to the first quarter of 2009. Medicare revenues are ahead by 52 percent on the strength of March’s Medicare census. Medicare revenues in March were $427,000, compared to $297,000 in January and $273,000 in February. First quarter private pay revenue is down by 16 percent between 2009 and 2010.

 

February per diem expenses were high. Labor and benefit costs were steady in the first quarter. Non-labor expenses increased in February. Dietary workers’ compensation medical expenses and capital costs were up in February.

 

 Jill O’Brien has been contacted by AFSCME to begin discussion on the wage reopener.

 

The Board was updated on recruitment of a Physiatrist to oversee DeKalb’s Medicare rehab program.

 

Gima reviewed the status of the IGA agreement. Recent request by HFS that the Medicare cost report will be used instead of the Medicaid cost report. IGA agreement will not be resolved until August at the earliest.

 

The DeKalb SLF Corporation will receive a distribution of approximately $175,000 to $180,000. We expect to receive $100,000 to $125,000 annually through the SLF Corporation.

 

Board updated on status of annual survey. The plan of correction has been submitted. An IDR for the removal of the tag for a “pitch test” was filed. A separate complaint survey was conducted subsequent to the annual survey and we may be tagged for dehydration.
