COUNTY BOARD PROCEEDINGS

August 17, 2011

The County Board met in regular session at the Legislative Center Wednesday, August 17, 2011.  The Chair called the meeting to order and the Clerk called the roll.  Those Members present were Mr. Foster, Mrs. Fullerton, Mr. Gudmunson, Mr. Metzger, Mr. Newport, Mr. Oncken, Mr. Reid, Mr. Stoddard, Mrs. Tobias, Mrs. Turner, Mr. Tyson, Ms. Vary, Mr. Whelan, Mrs. Allen, Ken Andersen, Mr. Augsburger, Mr. Brown, Mr. Cribben, Mrs. DeFauw, Mr. Emerson, Ms. Fauci and Chairman Anderson.  Mr. Hulseberg and Mr. Deverell were absent.  Twenty two Members were present and two were absent.

Chairman Anderson asked Mr. Cribben to lead the pledge to the flag.

APPROVAL OF MINUTES

Motion

Mr. Metzger moved to approve the Minutes of June 15, 2011.  Ms. Fauci seconded the motion.

Voice Vote

Chairman Anderson asked for a voice vote on the approval of the Minutes.  All Members present voted yea.  Motion carried unanimously.

APPROVAL OF AGENDA

Motion

            Mr. Whelan moved to approve the Agenda and Ken Andersen seconded the motion.

Chairman Anderson asked for a voice vote to approve the Agenda. All Members present voted yea.  Motion carried unanimously.

COMMUNICATIONS AND REFERRALS

Chairman Anderson and County Clerk, John Acardo, presented the following honored Veterans with a certificate and inducted them into the DeKalb County Veteran’s Honor Roll: William Yeske, Donald J. Finn, Theodore E. Campbell, Theron W. Wigton, Daniel J. Dupre’, Clarence B. Waldhier, Joseph R. Sherman.  Also read were the names of the Veterans that were inducted for the month of July.  Those Veterans honored were: Duane E. Kingsnorth, Frank Beierlotzer, Steven V. Voris, Donald J. Brown, Jr., Jerry Awe, Gary L. Hackbarth, Gary L. Carlson, Kenneth Reid, John C. Cross and Christopher Piatt.

Jane Lux, the new DeKalb County Public Health Administrator, introduced herself to The Board.

Chairman Anderson read a letter from Robert Seyller, the Mayor of the Town of Cortland, in regards to the evening of July 21, 2011.  He wanted to express his appreciation to Sheriff Scott and the County Board for the professionalism and response to an incident that occurred on that evening.

            Employee Service Awards for August 2011 were acknowledged by the Chairman: Five Years – Michelle Abens: Health Department, Judith Benson: Circuit Clerk, Debra Peifer: Health Department, Becki Thompson: Nursing Home; Ten Years - Stephen Rubeck: Sheriff’s Department; Fifteen Years – Anne Anson: Sheriff’s Department; Thirty Years – Katherine Christensen: Sheriff’s Department; Thirty-Five Years – Kathleen Perilongo: Nursing Home.

            Employee Service Awards for July 2011 were also acknowledged by Chairman Anderson: Five Years – Dawn Horn: Nursing Home, Angela Murray: Nursing Home, Rebecca Scott: Sheriff’s Department, Megan Wig: Nursing Home, Kevin Reese: Facilities Management; Ten Years – Rebecca Smart: Nursing Home, Kathryn West: Planning & Zoning; Fifteen Years – Andrew Sullivan: Sheriff’s Department, Jeremy Grubbs: Sheriff’s Department; Twenty Years – Anna DeVivo: Nursing Home; Thirty Years – Judy Benedict: Nursing Home, Victoria Hernandez: Nursing Home.

            Proclamation P2011-03: Recognizing Jacqueline Lorusso of Sandwich, IL for her Scholarship and Community Service

            Proclamation P2011-04: The County of DeKalb, Illinois, Joining the National Moment of Remembrance of the 10^th Anniversary of September 11^th.

APPOINTMENTS

Chairman Anderson recommended the following appointments: Clinton-Shabbona Drainage District: Mr. Wayne Overby, reappointment for a term of three years, until September 2, 2014; Coon Creek Drainage District: Frank Engel and Matt Klein, both reappointments for a term of three years, until September 2, 2014; Normal Drainage District: Robert Twombly, reappointment for a term of three years, until September 2, 2014; Squaw Grove Drainage District: Donald Willrett, reappointment for a term of three years, until September 2, 2014; Shabbona-Milan-Union Drainage District #1: Dennis L. Johnson, reappointment for a term of three years, until September 2, 2014; Joiner History Room-County Historian: Sue Breese for an indefinite term; Community Service Advisory Board: Melissa Garman, reappointment for a term of three years, until July 1, 2014; Rehab and Nursing Center Operating Board: Rita Nielsen, to fill the unexpired term of Ms. Jana Whelan, until January 1, 2012.

Motion

            Mr. Emerson moved to approve the appointments as presented.  Mrs. Allen seconded the motion.

Voice Vote

            The Chairman asked for a voice vote on the appointments.  All Members voted yea.  Motion carried unanimously.

PLANNING AND ZONING COMMITTEE 

Ordinance 2011-07: Country Gas Special Use Permit Request

Motion

Mr. Ken Andersen moved to grant approval of a Special Use Permit for the operation of a propane business on property located at 8680 Old State Road in Mayfield Township.  Mr. Stoddard seconded the motion.

Voice Vote

Chairman Anderson called for a voice vote on sending the Ordinance.  All Members present voted yea. Motion carried unanimously.

COUNTY HIGHWAY COMMITTEE

Resolution R2011-52: Collective Bargaining with International Union of Operating Engineers, Local 150

Motion

Mr. Gudmunson moved that the DeKalb County Board does hereby concur in the recommendations attached to the Resolution and does hereby ratify the proposed agreement with the International Union of Operating Engineers, Local 150 and does direct the Chairman of the DeKalb County Board to execute said agreement.  Mr. Augsburger seconded the motion.

Voice Vote

Chairman Anderson asked for a voice vote on the Resolution.  All Members present voted yea.  Motion carried.

HEALTH AND HUMAN SERVICES COMMITTEE 

Resolution R2011-51: Intergovernmental Agreement between the County of DeKalb and the Community Mental Health Board

Motion

Mr. Stoddard moved that the DeKalb County Board Chairman is hereby authorized to sign the three-page agreement with the Community Mental Health Board, to provide for the equal sharing of the services of the Community Services Director to execute the management duties of both organizations and that this agreement will effective as of September 1, 2011.  Mr. Metzger seconded the motion.

Voice Vote

Chairman Anderson asked for a voice vote.  All Members voted yea.  Motion carried unanimously.

FINANCE COMMITTEE 

Resolution R2011-49: Delinquent Property Tax Sale

Motion

Mr. Newport moved to authorize the Chairman of the DeKalb County Board to execute a deed of conveyance of the County’s interest or authorize the cancellation of the appropriate Certificate of Purchase, as the case may be (parcel# 09-29-400-016-0027O), for the sum of $345.00 to be paid to the Treasurer of DeKalb County, Illinois, to be disbursed according to law.  Mr. Reid seconded the motion.

Chairman Anderson called for a roll call vote on the Resolution.  Those Members voting yea were Mr. Foster, Mrs. Fullerton, Mr. Gudmunson, Mr. Metzger, Mr. Newport, Mr. Oncken, Mr. Reid, Mr. Stoddard, Mrs. Tobias, Mrs. Turner, Mr. Tyson, Ms. Vary, Mr. Whelan, Mrs. Allen, Ken Andersen, Mr. Augsburger, Mr. Brown, Mr. Cribben, Mrs. DeFauw, Mr. Emerson, Ms. Fauci and Chairman Anderson.  All Members present voted yea.  Motion carried.

Claims

Motion

Mr. Newport moved to approve the Claims presented for the Current Month in the amount of $2,853,705.21 and July’s Current Month Claims in the amount of $3,612,118.72; Emergency Claims in the amount of $9,783.46 and July’s Emergency Claims in the amount of $1,315,985.11; Payroll Charges in the amount of $2,885,182.91 and July’s Payroll Charges in the amount of $2,636,223.71. Rehab & Nursing Center in the amount $365,986.99 and July’s Rehab & Nursing Center in the amount of $340,960.88, which represents current claims and monies paid during the previous month totaling $6,114,658.57 and July’s current claims and monies paid totaling $7,905,288.42.  Mr. Foster seconded the motion.

Reports of County Officials

Motion

Mr. Newport moved to place on file the following reports of County officials; Cash and Investments in County Banks for - July 2011; Planning and Regulations Building and Permits Reports - July 2011; Public Defender’s Report - July 2011; Court Services Adult and Juvenile Reports - July 2011; County Clerk and Recorder’s Six Month Resport; Circuit Clerk’s Six Month Report.  Ms. Fauci seconded the motion.

Voice Vote

            The Chairman called for a voice vote on the reports of county officials.  All Members present voted yea.  Motion carried unanimously.

AD HOC REDISTRICTING COMMITTEE

Resolution R2011-29: Approval of the Precinct Realignment

Motion

            Mrs. Fullerton moved that The DeKalb County Board does hereby adopt the recommended Precinct Realignment, resulting in the changes noted in the attached recommendation, to precincts CO-02, CO-09, CO-06, CO-08, CO-11, CO-10, DK-02, DK-08, DK-06, DK-09, DK-25, DK-11, DK-12, DK-13, DK-21, KI-02, KI-03, SY-01, SY-11, SY-12 and SY-13.  Said precinct line changes will be effective for the March 20, 2012 Primary Election.  Mr. Newport seconded the motion.

Motion to Amend

            Mr. Oncken moved to Amend the legal descriptions of Sycamore 12 to read on Line 15 “…intersection with the center line of North Grove Road, thence Easterly along..”  And that Line 1 in Sycamore 13 read “…Commencing at the intersection of Mount Hunger Road and the Eastern…”  Mrs. Fullerton seconded the motion.

Voice Vote

            Chairman Anderson asked for a voice vote on the Amendment to the legal descriptions.  All Members voted yea.  Motion carried.

            The Chairman called for a voice vote on the Resolution with the Amendments made.  All Members present voted yea.  Motion carried unanimously.

OLD BUSINESS / NEW BUSINESS

Chairman Anderson entertained a discussion item by County Board Member Ken Andersen, to discuss ideas for improving the current committee structure under the proposed changes to the County Board Rules.

            Mr. Newport moved to adjourn the meeting and Mr. Gudmunson seconded the motion.
