Minutes of the Board Meeting of

January 5, 2011

 

CALL TO ORDER

Chairman Riddle called the meeting to order at 3:36 pm

            Harrison, Merritt, Mitchell, VanLanduyt

AGENDA

Chairman Riddle asked for any amendments to the agenda.  The motion was made by Metzger and seconded by Hanson to approve the agenda.  The motion passed.

 

MINUTES

A motion to approve the minutes of the December 1, 2010 meeting was made by Leoni with the changes dealing with the 2011 Budget matching the approved budget for the combined dispatch line item and that payments would be based on population for 2011 and future years and seconded by King. A copy of the 2011 Budget will be attached to the December minutes. The motion passed

    • A motion to approve the monthly report was made by Hanson and seconded by Metzger.  Motion passed.

    A motion to pay the bills was made by Metzger and seconded by Leoni.  A roll call vote was taken: Chairman Riddle- Y, Feithen- Y, Hanson- Y, King- Y, Leoni- A, and Metzger- Y. Motion passed.

     

    • 2010 Budget Resolutions
      • C. Johnson submitted a resolution to modify the 2010 budget to transfer $300,000 from Wireline and Wireless budget to the Capital budget.  A motion was made by Hanson and seconded by Feithen to approve the resolution.  Motion passed.

    Old Business

    • Fire Radio Reports
      • Feyerherm reported the following:
        • Nothing Major all equipment running okay
        • Genoa Tower- Phone line is installed and will have to be buried.  This work will be completed by Monday January 10, 2011.

     

    NEW BUSINESS

    • Rave Wireless- Hanson made a comment that the ETSB needed to focus on moving forward with new Next Generation 911 Equipment rather than purchasing this product based on the expense of this product and the unknown factor of the use for the residents and businesses.

     

    • Legislation- There were very little changes on the legislation.

     

    • Participating Agency Requests –  None

     

    • PSAP Administrators' Report –
      • G. Johnson reported that a meeting was held December 7, 2010.  Next meeting would be January 18, 2011at noon at Johnson’s office. Items discussed at the meeting were:
        • Public Education Items
        • PowerPhone Classes

     

    • Persons to be Heard from the Floor -  None

     

    • Coordinator’s Report – Johnson reported the following:

     

      • VoIP Carrier Surcharge Monies- Johnson will be working with 18 new carriers to make sure they are submitting payment of the 911 surcharge to the ETSB
        • One Carrier not up to date on payments- Johnson will talk to them and then also talk to the ICC if needed.

     

      • NENA-
        • Weekly/by weekly calls on NG911- Johnson continues to attend weekly calls

     

      • Frontier-
        • Outstanding issues-She is still working with them on those issues
        • 4th position at DeKalb Police Dept- Work completed
        • Repair Issues- Will start charging for repair since not maintenance contract has been signed

     

      • ICC Administrative Code rewrite- Johnson reported that there was nothing new on this.
      • DATA Consortium- Johnson met with Ed Harvey to review the ETSB sites that could be included in this project.
      • PowerPhone Classes- These have been scheduled for the weeks of January 31 and February 7th at the COB Building
      • TICP- Johnson attended a meeting and narrowband analysis will be done as part of that project.  The equipment that needs to be narrow banded by entity.

     

    ADJOURNMENT

     

    King moved to adjourn the meeting, and was seconded by Feithen.  The motion passed.   The meeting adjourned at 4:03pm.
