Minutes of the Board Meeting of

June 1, 2011

 

 

 

CALL TO ORDER

Chairman Riddle called the meeting to order at 3:38 pm

 

BOARD MEMBERS PRESENT:

Chairman Riddle, Feithen, Harrison, Hanson, King, Leoni, and Merritt

 

BOARD MEMBERS ABSENT:

            Metzger, Mitchell, and VanLanduyt

 

GUESTS PRESENT

Jim Feyerherm, Starved Rock Communications; Lisa Winckler, DeKalb County Sheriff Department, and Ed Harvey, DATA Consortium.

 

ALSO PRESENT

Mark Todd, DeKalb County Treasurer; Glenna Johnson, E911 Coordinator;

 

AGENDA

Chairman Riddle asked for any amendments to the agenda.  The motion was made by Harrison and seconded by Leoni to approve the agenda.  The motion passed.

 

MINUTES

A motion to approve the minutes of the May 04, 2011 meeting was made by Hanson and seconded by Feithen. The motion passed

      • A motion to approve monthly report was made by Harrison and seconded by Leoni.  Motion passed.

A motion to pay the bills was made by King and seconded by Leoni.  A roll call vote was taken: Chairman Riddle- Y, Feithen- Y, Hanson- Y, Harrison- Y, King- Y, Leoni- A, and Merritt- Y.   Motion passed.

 

Old Business

  • Fire Radio Reports
    • Feyerherm reported the following:
      • Yearly site visit to all microwave sites was completed in May and Lisa Winckler and Gary Dumdie also was toured the sites with Feyerherm.
      • Feyerherm replaced the UPS battery at the DeKalb High Rise microwave site
      • County Tower was struck by lightning Memorial Weekend. That strike took out the 4.9 radios.  Feyerherm put the system on the back up of the 5.8 system until 4.9 systems is repaired or replaced.
      • There was other equipment on the Frontier side that needed to be replaced.  Johnson is working on getting that equipment replaced in the Sheriff PSAP from Frontier.
      • The repair bills should be covered ETSB Insurance. 

 

NEW BUSINESS

 

  • Data Consortium Proposal
    • A motion was made by Harrison to sign a contract with the DATA Consortium to connect the fiber to sites for public safety and as part of the contract DATA would provide 50% towards the equipment required to connect the sites and that figure was not to exceed $50,000.00 the motion was seconded by Feithen.  A roll call vote was taken: Chairman Riddle- Y, Feithen- Y, Hanson- Y, Harrison- Y, King- Y, Leoni- A, and Merritt- Y.   Motion passed.
    •  Harvey will prepare a contract for the ETSB to sign

 

  • Golden Years Letter- County Board Chairman Larry Anderson had requested that the ETSB prepare a letter to be sent to the chairman of the DeKalb County Housing Authority explaining their concerns on the possible price increase for the microwave equipment on the top of the Golden Years building.  Hanson met with Brett Brown on May 20th to discuss this issue.  Brett Brown explained to Hanson what his issues were.  He was anticipating that the rent to increase to $7500.00 a year.  The ETSB did not agree that the amount was a fair price.  The ETSB requested that there be a face to face meeting set up prior to the next ETSB Meeting to discuss this issue with all involved parties.

  • Legislation- Johnson stated that SB 2063 dealing with prepaid wireless phones had made to the governor’s desk.  NENA and APCO had hoped it would be signed soon.

  • PSAP Administrators' Report –
    • G. Johnson reported that meeting was held May 13, 2011.  Next meeting would be June 9, 2011 at 9:00am at Johnson’s office.
      • Items discussed were:
        • PowerPhone Classes for 2012
        • TICP SOP
        • PSAP Issues

 

  • Persons to be Heard from the Floor -  None

 

  • Coordinator’s Report – Johnson reported the following:

 

    • Billing Audit- Johnson attended a meeting dealing with the County/ETSB phone bill audit.  The only item found on the ETSB bills was a possible calling plan change for long distance to reduce the rates.  Johnson will investigate to see if that is possible on the 911 billing.
    • ICC -
      • ICC Audit- Johnson reported a survey was sent to the Audit firm and that she met with the survey company on May 10, 2011.
      • Administrative Code rewrite- Final draft was received from the ICC and comments were due back to the ICC by June 17, 2011.
    • Request for Records- Johnson received a request from Lynn Fazekas for a copy of the 2011 ETSB Budget on May 19, 2011.  Johnson emailed a copy to her on May 19, 2011 and did receive notice that she had received that copy as requested.
    • Sandwich Police Department – Still working with KenCom on the Sandwich City request to move the dispatch services for Sandwich to KenCom. 
      • A computer was replaced at Sandwich PSAP and it was discovered that there was a communication issue back to the map server. IMO and Frontier worked on the issue. The communication issue was resolved.

 

 

ADJOURNMENT

 

King moved to adjourn the meeting, and was seconded by Leoni.  The motion passed.   The meeting adjourned at 4:26pm.
