            The Health & Human Services Committee of the DeKalb County Board met on Monday, April 4, 2011, @ 5:30p.m. in the Administration Building’s Conference Room East.  Chairman Paul Stoddard called the meeting to order.  Members present were Marlene Allen, John Emerson, Sally DeFauw, Jeff Metzger, and Derek Tyson.    Others present were Ken Andersen, Donna Moulton, David Miller, Mary Overby, Charlene Riefler, Cynthia Worsley, Lesly Wicks, Diane Maculan, Michael Flora, Ellen Rogers, Tom Zucker and Ellen Tyne.

 

 

APPROVAL OF THE MINUTES

            Moved by Mr. Emerson, seconded by Mr. Tyson, and it was carried to approve the minutes from March 2011.

            Moved by Mr. Metzger, Sr., seconded by Ms. Allen, and it was carried unanimously to approve the agenda.

 

 

SENIOR SERVICES TAX LEVY HEARINGS

           

Barb City Manor – Ms. Ellen Tyne, Administrator

Request:  Barb City Manor is requesting $10,608.00 in funds that would assist an average of 4 residents per month for 1 year of service (48 months or units of service) at an average cost of $221.00 per service unit.  Current Section 8 subsidies vary from $149.00 per month to $314.00 per month.  Residents must be able to pay for the majority of their monthly cost of living at Barb City manor with an average cost of $1,303.00 per month.  This is all done through monthly social security, pensions, interest or savings.  Assistance from Barb City Manor’s Resident Endowment Fund may also be requested.  Barb City Manor’s Endowment Fund is currently at $191,253.  Residents are receiving $1,475.00 a month from this fund, which is over the amount the Fund is earning in interest.  Residents with very low income or those who have outlived an annuity or other investment sometimes need assistance from more than one source. 

 

            Mr. Stoddard asked Ms. Tyne, how much funding comes from the endowment fund?

            Ms. Tyne said about $5,000.00 to 6,000.00.

 

In summary, an average of 4 residents a month will be served at an average cost of $221.00 per month for a total of 48 units of service = $10,608.00.

Fox Valley Older Adults – Ms. Cynthia Worsley

Request:  Fox Valley Older Adults Services Agency, (FVOAS) in FY2012, has projected to provide residents of DeKalb County with 32,000 units of adult day care services to DeKalb County residents. 

 

            Ms. Worsley said that 9.5% of the DeKalb County population is 65 and older.  However, the more rural DeKalb County communities indicate much higher numbers: 19.9% for Shabbona; 15.2% for Waterman; 14.7% for Somonauk and 14% for Sandwich. 

 

            In FY2011, FVOAS has projected to provide a cumulative total of 32,000 units of Adult Day Services and In Home Services. The cost of one unit of service is $2.50 for a total request of $80,000.00

 

            Ms. Worsley said that they not only receive funding from the County, in 2010 they received funding from Kendall County and the City of Aurora and Kane County.

 

            She also mentioned that the County’s senior population equals 12% and that most of those people live in the smaller, rural towns in the County like Shabbona, Waterman,etc.  They are looking into possibly opening up small offices in these small towns.

Voluntary Action Center – Transportation and Meals on Wheels

Request:  Voluntary Action Center – Transportation request is for $100,000 for FY12 transportation services (Trans Vac and Med Vac).  This request will fund 7,201 rides at a cost of $13.88 per ride. VAC’s actual transportation costs are currently $24.75 per ride.  Mr. Zucker said that the demand for services and costs are up.  The cost of gasoline has also increased for FY’11 and will continue into FY’12. They expect increased in vehicle and health insurance premiums.  Expenses for labor, vehicle maintenance and vehicle repair continue to increase as well.

 

Voluntary Action Center – Meals On Wheels request is for $114,000 that will be used to provide 12,000 meals, at a cost of $9.50 per unit of service.  This equals 23% of the Meals On Wheels services for DeKalb County residents.  Service will include a combination of noon, evening and weekend meals in addition to dietary supplements.  Ms. Rogers said that they serve 93,000 meals on wheels a year.

 

            Mr. Stoddard asked Mr. Zucker and Ms. Rogers that if their funding from the County was cut by 25%, what would this cut do to their programs.

 

            Mr. Zucker said that it would hurt.  He said that there would be waiting lists in certain areas because of the size of the route.

           

Mr. Tom Zucker, Executive Director of the Voluntary Action Center, and Ms. Ellen Rogers, thanked the committee for continued support of their services and for the Senior Services Tax Levy.

Hope Haven – Ms. Lesly Wicks

Request:  Hope Haven is requesting funds for a part-time Case Manager to work with elderly clients residing at their Dresser Court project.  Dresser Court is a permanent housing facility for chronically ill people, mostly mental health.  They are requesting $13,322 to cover these costs.    This $13,322 includes 1040 units of service and the cost of one unit of service is $12.81.

 

Of the 26 residents residing at Dresser Court, 20% are over the age of sixty.  Five residents out of the 26 people are elderly.  Within the next five years, over 50% of the residents will be considered elderly.  The case manager designated for this project will work 20 hours a week with elderly people only, which totals 1040 hours a year.  The hourly wage of $12.81 multiplied by 1040 hours equals the total project cost of $13,322.00 a year. The other half of the salary for the part-time Case Manager position is paid by the Ben Gordon Center.  Ms. Wicks said that their funding sources could all be cut.  They then will have to cut staff.

 

            Mr. Stoddard asked Ms. Wicks that if their funding from the County was cut, what would this do to their program?

 

            Ms. Wicks said that it would affect the hours the staff works.  She will have to scale back the case manager’s hours.

Elder Care Services – Case Management and Elder Abuse – Ms. Diane Maculan

Elder Care has three applications again this year.  They are regarding Case Management, Elder Abuse and Neglect Program and the newly formed Self-Neglect Intervention Program. 

 

Request:  Elder Care - Case Management is requesting $30,000 to provide additional case management services in DeKalb County.  Other Sources of income include reimbursement from Illinois Department on Aging.  For Case Management services, they served 1135 clients in Fiscal Year 2010.  Elder Care will be providing 6400 units of case management services to these clients. They are requesting support in the amount of $4.69 per unit of service.

 

             Elder Care – Elder Abuse is requesting $35,000 to provide additional elder abuse and neglect services in DeKalb County. Other sources of income include contractual reimbursement from the Illinois Department on Aging, requests to DeKalb United Way/Sycamore United Fund and DeKalb Township.  In Fiscal Year 2010, ECS provided Senior Protective Services to 100 unduplicated DeKalb County residents ages 60 and over.  The funds will be used to provide 1800 units of service to those clients.  They are requesting support in the amount of $19.44 per unit of service.

 

            Elder Care Self-Neglect Intervention (ECS) is requesting $20,000 to continue support for a Self-Neglect Intervention Program.  They will provide 1550 units at $12.90 per unit at a cost of $18,000.00.  Two-thousand dollars ($2,000) will be for the purchase of goods and services to assist the client to remain at home.

 

Mr. Stoddard asked Ms. Maculan that if the committee had to cut everyone’s funds by  this year, how would it affect her agency?

 

Ms. Carney said that it would affect their staff and their services.

Family Service Agency of DeKalb County – Mr. David Miller and Ms. Mary Overby

Request:  Family Service Agency is requesting $141,085.50 for the expansion of senior services for senior residents of DeKalb County.  This funding request combines the two new Senior Centers, one in the Genoa Township Park District and the other at the Cortland Lions Club Shelter House plus the current DeKalb location and Sycamore Park District – Golf Course Building.  All funds requested would be used for staffing of the three facilities. 

 

            Current staff positions for FSA senior services include the Director/RN, a coordinator and a receptionist/activity assistant.  These positions are partially funded through last year’s Senior Tax Levy Grant.  It is requested that these positions, once again, receive funding through this grant.  This amount is $95,617.50

 

            The three satellite activity centers are housed in rent-free buildings and are temporarily staffed through Experience Works, a federal work program for older adults. Two of the four EW participants will be required to exit the program on June 30, 2011 because they will have reached the maximum length of time in the program.  No new participants are eligible to enroll because of a moratorium on certain counties within our state.  This means that they will no longer be able to safely operate at least two of the activity centers and could not proceed with plans to offer these services to other DeKalb County areas such as in the Malta and Waterman locations.

 

            The addition of three part-time employees would not only allow all four centers to continue operations but would enhance the programs provided since the employees would be responsible for additional services and could provide supervision for the Experience Works participants.  Funding for these additional positions is also requested in the amount of $35,100.00

 

            Additional centers are planned for the Malta area as of August 2011 and Waterman/Shabbona area opening is projected to be February 2012.  Opening of these sites would require staffing and therefore necessitate some additional funding.  Two additional part-time staff members, one for each location, would be needed.  Unfunded staff positions would necessitate postponing the opening of these sites.  This funding request is in the amount of $7,128.00 for 44 weeks of operation during the fiscal year for Malta and $3,240.00 for the Waterman center with only 20 weeks of operation during the funding timeframe.  She noted that there are 300 seniors in Malta alone or 26% of the population in Malta.

 

            The requested funding equates to less than $8.00 per week per senior attendee based on their current census of 328 participants and a conservative estimated increase of 10 participants at each of the established sites plus 20 patrons at each of the upcoming facilities.

 

            They have made 105 program presentations since July 1, 2010 and have taken part in the Senior Expo that was held at the Farm Bureau.

 

           The $141,085.50 that is requested from the Senior Services Tax Levy will pay for 10,902 units of service hours at the rate of $12.94 per hour.        

 

Mr. Stoddard asked Ms. Overby that if the committee had to cut everyone’s funds this year, how would it affect their agency?

 

Ms. Overby said that it would greatly impact them and their current sites.

Ben Gordon Center

Request:  The Ben Gordon Center is seeking $56,197.00 for their Older Adult Outreach Program.  Right now they provide for a general outpatient service and are asking for an expansion.  Mr. Flora said with this expansion, they would be able to provide in-home services for seniors who suffer from severe and persistent mental health illness so that the Center can help prevent the premature institutionalization of these seniors.  The project will provide 600 hours of service to 50 older adult residents living in DeKalb County Housing Authority Facilities, Manor Apartments and other senior independent living facilities.  The Clinician will travel to the various program sites to deliver care in the resident’s home.

 

Mr. Stoddard asked Mr. Flora that if the committee had to cut everyone’s funds this year, how would it affect his agency?

 

Mr. Flora said that they would have to decrease services.

Prairie State Legal Services

Request:  Prairie State Legal Services is seeking $3,500 which will fund 46.10 hours of attorney time in their Senior Citizens Legal Services program.  They estimate that at least 45 DeKalb County Senior Citizens will apply for legal services and 40 of them will be found eligible for services after an interview by an attorney.  Legal advice will be the primary service provided for approximately half of the clients served.  Approximately 10 cases will be completed with legal representation or the drafting of legal documents including seniors at risk of institutionalization and 10 cases will require continuing legal representation.  Prairie State will provide 185 hours of legal services to seniors.  Legal representation will resolve legal issues for at least 7 DeKalb County seniors with these cases including elder abuse issues and decision-making issues.  These funds will also be used as match and supplemental funding for the $5,576 grant from Northwestern Illinois Area Agency on Aging and funding from the Legal Services Corporation.   

 

            Prairie State calculates the costs of an hour of attorney time by taking the total cost of operating the office and dividing this by the total attorney hours available for direct services to clients.  For the proposed year this cost is $78.78 per hour. Based on our projection of 185 hours of services for DeKalb County residents, the total project cost is $14,575.00.
