HEALTH AND HUMAN SERVICES COMMITTEE

MINUTES

JANUARY 3, 2011

 

The Health and Human Services Committee of the DeKalb County Board met on Monday, January 3, 2011 @ 6:30p.m. in the Administration Building’s Conference Room East.  Chairman Paul Stoddard called the meeting to order.  Members present were Marlene Allen, Sally DeFauw, John Emerson, Jeff Metzger, Sr., and Derek Tyson.  Others present were Stephen Reid and Donna Moulton.

 

APPROVAL OF THE MINUTES

            Moved by Mr. Stoddard, seconded by Ms. Allen, and it was carried unanimously to approve the minutes from October 2010.

 

APPROVAL OF THE AGENDA

            Moved by Mr. Emerson, seconded by Ms. Allen, and it was carried unanimously to approve the agenda.

 

HEALTH AND HUMAN SERVICES COMMITTEE ORIENTATION

            Chairman Stoddard briefly reviewed what the committee’s duties are.  He then mentioned the new Annual List of Reports for 2011 and asked the committee to take a look at the list of agencies reporting to the committee over the next year and let him know if there should be any changes. 

Chairman Stoddard said that we have a lot of reports at our meetings and most of them are pretty full.  He said that one of the things that the committee needed to consider this evening is to cancel a meeting during 2011.  The committee considered consolidating the two Senior Tax Levy meetings in April by having the agencies report to them only if they had questions that needed to be answered regarding their application. 

            Ms. Allen stated that she does like to go home after the first Senior Tax Levy Meeting to think about what was discussed that evening.  With the way the economy is now, will the Finance Committee ever think about taking some of the Senior Tax Money away?  There’s nothing that says that it has to go to seniors.  That was the big argument when they first started out, Ms. Allen said. 

            Dr. Stoddard said that it is his understanding that this money is dedicated for seniors.

            Ms. Allen said that the first year that this tax levy was passed, she remembers them saying that all of that money does not have to go into a senior program. 

            The committee asked Ms. Supple, the County Coordinator for the County Board Office, if she could send a copy of the original resolution to the committee to review.

            The committee also discussed cancelling the May 2011 meeting since there were not that many agencies reporting.  Ms. Supple will contact Ms. Grush to see if she can come in July 2010 and if Dr. Shirley Richmond can come in October 2010 and get back to the committee if this is agreeable with them.  If May does not work, then see about cancelling the July meeting, said Chairman Stoddard.  We will therefore do the Senior Services Tax Levy meetings in April, as usual, he continued.

 

MEETING DATE AND TIME

            The committee agreed to the meeting date and time and to leave the meeting date as the 1st Monday of every month at 6:30p.m.

 

FY2011 ANNUAL REPORTING LIST

            The committee agreed to wait until Ms. Supple gets back to them to see if the May 2011 meeting could be cancelled or the July 2011 meeting. 

 

COMMUNITY SERVICES DEPARTMENT UPDATE AND INTRODUCTION – MS. DONNA MOULTON

            Ms. Moulton, Director of the Community Services Department, updated the committee on what her office has been doing over the past few months.

            Ms. Moulton explained to the committee that in her handout (attached to these minutes) the spike in families assisted during November, 2010 is due to one of the newer case managers not yet having learned how to move the cases to Jess Collins efficiently.  This means that some of those numbers, of meeting with people, should have been spread out in September and October 2010. 

            She also mentioned that they have done a work program to focus more on self-sufficiency and backs off a little bit more from the emergency intervention piece. They still have that piece where they can hand out $100.00 to help with emergency situations dealing with utilities, rent or whatever comes up.

            The Rapid Re-Housing and Homeless Prevention Programs will end at the end of September.  They have spent for the Homeless Prevention Program almost $75,000 which went to 57 households.  They have also spent for the Rapid Re-Housing Program almost $42,000 for 24 households. 

            Ms. Moulton said that she still needs appointees for her own Administrative Board.  She is looking for someone from the private industry and someone from the Latino community.  She also needs someone from the county board to replace Pat LaVigne.

            Ms. Moulton said that there is $18,000 from the Senior Services Tax Levy money that has not been spent yet.  This money was awarded to an agency that has not yet spent all of their allocated funds, she explained.

 

ADJOURNMENT    

            Moved by Mr. Tyson, seconded by Ms. DeFauw, and it was carried unanimously to adjourn the meeting.
