Minutes of the

Health & Human Services Committee

September 12, 2011

 

 

            The Health & Human Services Committee of the DeKalb County Board met on Monday, September 12, 2011, @ 6:30p.m. in the Administration Building’s Conference Room East. Chairman Stoddard called the meeting to order.  Members present were Ms. Allen, Mr. Emerson, Ms. DeFauw and Mr. Tyson. Mr. Metzger, Sr. was absent.  A quorum was present.  Others present were Donna Moulton, Cynthia Worsley, Nicki Butterfield, Gil Morrison and Derek Avery.

 

 

APPROVAL OF THE MINUTES

            Moved by Mr. Emerson, seconded by Ms. Allen, and it was carried unanimously to approve the minutes from August, 2011.

 

           

APPROVAL OF THE AGENDA

            Moved by Ms. DeFauw, seconded by Ms. Allen, and it was carried unanimously to approve the agenda.

 

 

FOX VALLEY OLDER ADULTS REQUEST – MS. CYNTHIA WORSLEY

            Ms. Worsley, Executive Director for the Fox Valley Older Adult Services, introduced herself and the President of her Board, Ms. Nicki Butterfield to the committee.  Ms. Worsley approached the committee tonight regarding their request for the balance of their FY2011 funds to be used to reimburse the Voluntary Action Center for transportation and nutrition for Adult Day Services clients.  It would pay for 2590 transportation units @ $2.50/unit totaling $6,475.00 and 837 nutrition units @2.50/unit totaling $2,093.00 for a grant total of 3,427 units @ $2.50/unit equaling $8,568.00. 

 

            Moved by Mr. Tyson, seconded by Ms. Allen, and it was carried unanimously to forward this recommendation to the full board for approval.

 

REGIONAL SUPERINTENDENT OF SCHOOLS ANNUAL REPORT – MR. GIL MORRISON

            Mr. Gil Morrison, DeKalb County Regional Superintendent of Schools, approached the committee regarding his annual report.  He also introduced Mr. Derek Avery, Assistant Superintendent of Schools.

 

            Mr. Morrison said that their office issued 241 new and 39 duplicate teaching certificates and registered or renewed 1,651 teachers’ certificates for the 2010-2011 school year.  In the 2010-2011 school year, KIDS (Kishwaukee Intermediate Delivery System) offered 70 different professional development opportunities, in which 295 DeKalb County teachers and administrators participated.  Fees from the registration of teachers’ certificates are available for teachers’ institutes, workshops, and related activities.  During 2010-2011, the Regional Office made these funds available to local school districts and cooperatives on a formula basis for in-service training programs that could be directed toward local school needs.  During the past year a total of $13,680 was provided to local school districts to finance their own institutes approved by this office.

 

            During the 2010-2011 school year, DCTIP (DeKalb County Truancy Intervention Program) provided services to 188 truants and 63 chronic truants and 81 potential dropouts in DeKalb County.  They were able to make 140 home visits during this time.

 

            The McKinney-Vento Act was signed into law in Illinois on January 24, 1995 to ensure that students who are considered homeless maintain consistent school attendance with minimal disruption.  During the 2010-2011 school year, 222 homeless youths were served in DeKalb County.

 

            There were 17,231 students enrolled in DeKalb County public schools for 2010-2011 school year and 1111 students enrolled in private schools for a grand total of 18,342 students.

 

            The committee thanked Mr. Morrison for his report.

 

 

COMMUNITY SERVICES DEPARTMENT UPDATE – MS. DONNA MOULTON

            Ms. Donna Moulton, Director of the DeKalb County Community Services Department, gave a brief update to the committee about the Community Services Department.

 

            Ms. Moulton said that they are closing out the tax levy from last year.  Every agency is pretty close to what their individual agreements had stated.   

 

            She also mentioned that the Mental Health Board has contracted with someone who works at the Illinois Department of Health to try to  get some more fiscally transparent procedures in place for people who are asking for money.  It will help to illuminate where the money is going, and what it is going for, since there is a big overlap in the number of agencies that are funded by both the Department of Health and the Mental Health Board.

 

            Ms. Moulton also mentioned that she will be going to Rockford in a couple of weeks regarding a community garden program.  She is talking with Kishwaukee Health System and the YMCA about a community garden project here.  Rockford has 42 community gardens, so she is hopeful that what she learns in two weeks at the meeting in Rockford will help to get this project going over the winter here in DeKalb County.
