MINUTES

February 22, 2011

@3:30P.M.

 

 

The Ad Hoc Jail Planning Committee met in the Administration Building’s Conference Room East.  Committee Chairman Ruth Anne Tobias called the meeting to order.  Members present were Marlene Allen, Ray Bockman, Riley Oncken, Lt. Joyce Klein and Sheriff Roger Scott.  Ms. Turner was absent.  Others present were Jim Scheffers, Dennis Kimme, Douglas Lim, Officer Grant Olson, Sheriff Roger Scott and Julian Magdaleno.

 

APPROVAL OF THE MINUTES

            Moved by Sheriff Scott, seconded by Mr. Oncken, and it was carried unanimously to approve the minutes from December 14, 2010.

            Moved by Ms. Turner, seconded by Sheriff Scott, and it was carried unanimously  to approve the agenda as presented.

 

REVIEW OF DATA GATHERING AND ANALYSIS EFFORTS TO DATE -DENNIS KIMME

           

           Mr. Kimme reviewed the data gathering and analysis efforts to date on the Courthouse Project.

 

           Average Daily Population (ADP) – great data base at the Jail for them to work with, said Mr. Kimme.  There was a significant increase from 2003 to the present from 76 to 131 for the average daily population numbers.  In 2000 the average increased by 80%; 58.6% in length of stay; and 14% for cumulative bookings.  The projection for 2015 at this trend would be 156 for the average daily population (ADP) and 192 for bed capacity.  In 2030 it would be 396 for ADP and 476 beds.  

 

           What is driving this trend? Mr. Kimme said the dark blue sentenced males track see Mr. Kimme’s attached report) with the non-sentenced males, which suggests that something is breaking down in case processing. The non-sentenced male growth has grown by 6.8% for DeKalb County from 2000- 2010.  Another thing that we may be seeing is if the jail sees more felons - you would tend to get ones that do longer pre-trial at the Jail.  You may be getting a more serious crime wave here in the County or because of the fact that laws are changing.  Currently,

capacity of beds in the Jail is 89 beds; 72 beds are functional; with 37% growth of non-sentenced females and 127% growth in non-sentenced males (see Mr. Kimme’s report attached to these minutes). We don’t have more people coming into the Jail, they are all staying longer, currently.

 

 

           Mr. Kimme addressed the Jail Problem by Staff.  In the housing there are overcrowding, mental health problems with suicidal tendencies, segregation and temporary holding problems.  Insufficient attorney-client space and space for health care, also.  There is an intake problem with unsafe vertical movement – the elevator, work area for arresting officers, inmate property storage is insufficient, to name a few.  The Sally Port, interview space, lobby, security are other concerns. 

 

           Other issues are: parking for the staff, more security for staff parking, parking closer to the building, for spare utility vehicles and correction vehicles, improved ADA accessibility, improved environment – fresh air, temperature and ventilation, training, communicating, outdoor cameras and door controls.

 

           The next step for Mr. Kimme is to meet with staff members from the Sheriff’s Department and Judicial personnel to discuss issues further.  They then will see where they will go from there. 

 

           The committee agreed not to pick another meeting date until they hear from Mr. Kimme.
