COUNTY BOARD PROCEEDINGS

 

October 17, 2012

 

The County Board met in regular session at the Legislative Center Wednesday, October 17, 2012.  The Chair called the meeting to order and the Clerk called the roll.  Those Members present were Mrs. Allen, Mr. Andersen, Mr. Augsburger, Mr. Cribben, Mrs. DeFauw, Dr. Deverell, Mr. Emerson, Ms. Fauci, Mr. Foster, Mrs. Fullerton, Mr. Gudmunson, Mr. Hulseberg, Mr. Metzger, Mr. Newport, Mr. Oncken, Mr. Reid, Mr. Stoddard, Mrs. Tobias, Mrs. Turner, Mr. Tyson, Ms. Vary, Mr. Whelan and Chairman Anderson. Mr. Brown was absent. Twenty three Members were present and one was absent.

 

Chairman Anderson asked Mr. Augsburger to lead the pledge to the flag.

 

APPROVAL OF MINUTES

Motion

Mr. Whelan moved to approve the Minutes of September 19, 2012.  Ms. Vary seconded the motion.

Voice Vote

Chairman Anderson asked for a voice vote on the approval of the Minutes.  All Members present voted yea.  Motion carried unanimously.

 

APPROVAL OF AGENDA

Motion

            Mr. Hulseberg moved to approve the Agenda and Mrs. DeFauw seconded the motion.

 

Mr. Stoddard asked to add a discussion under New Business about a Tribute to Heroes.

Voice Vote

Chairman Anderson asked for a voice vote on the Agenda as amended. All Members present voted yea.  Motion carried unanimously.

 

COMMUNICATIONS AND REFERRALS

 

            Chairman Anderson introduced Stephanie Klein as the new civil chair for the States Attorney’s Office.

 

Employee Service Awards

 

            Employee Service Awards for the Month of September 2012 were: Five Years: Kasandra Heerdt: Nursing Home, Beverly Kamp: Health Department, Lisa Primrose: Circuit Clerk, Antonio Watson: Sheriff’s Department, Meagan Meisner: Sheriff’s Department, Sharleen Rand: Circuit Clerk, Alexander Becker: Sheriff’s Department; Ten Years: Debbie Rosenberg: Sheriff’s Department, Laura Galbreth: Sheriff’s Department, Barbara McCaskey: Circuit Clerk; Fifteen Years: Jill Cox: Health Department; Twenty Years: Victoria Smith: Court Services; Thirty Years: Steven Wade: Forest Preserve.

Resolution R2012-67: Appreciation of Kevin Buick, DeKalb County Hearing Officer

Motion

Mr. Andersen moved The DeKalb County Board does hereby acknowledge and express its deep gratitude for the time, efforts, and contributions provided to the Board and the citizens of DeKalb County by Kevin Buick during his service as Hearing Officer between June 2002 and September 2012.  Mrs. Allen seconded the motion.

Voice Vote

Chairman Anderson called for a voice vote on the Resolution. All Members present voted yea motion carried unanimously.

 

COUNTY HIGHWAY COMMITTEE

 

Resolution R2012-68: Execution and Amendment of Downstate Operating Assistance Grant Agreement

  1. Motion

Mr. Gudmunson moved The DeKalb County Board does authorize The Deputy County Administrator to sign or execute the Downstate Operating Assistance Grant Agreement. This is a pass through grant administered by TRANSVAC with oversight by the County through the Finance Department. Mr. Metzger seconded the motion.       

Voice Vote

            The Chairman called for a voice vote on the Resolution. All Members voted yea. Motion carried unanimously.                     

 

Resolution R2012-69: Delinquent Property Tax Sale

Motion

Mr. Newport moved to authorize the Chairman of the DeKalb County Board to execute a deed of conveyance of the County’s interest or authorize the cancellation of the appropriate Certificate of Purchase, as the case may be (parcel #03-30-101-003), the sum of $176.66 to be paid to the Treasurer of DeKalb County, Illinois, to be disbursed according to law.  Mr. Foster seconded the motion.

Chairman Anderson asked for a roll call vote on the Resolution. Those members voting yea were Mrs. Allen, Mr. Augsburger, Mr. Cribben, Mrs. DeFauw, Mr. Deverell, Mr. Emerson, Ms. Fauci, Mr. Foster, Mrs. Fullerton, Mr. Gudmunson, Mr. Hulseberg, Mr. Metzger, Mr. Newport, Mr. Oncken, Mr. Reid, Mr. Stoddard, Mrs. Tobias, Mrs. Turner, Mr. Tyson, Ms. Vary, Mr. Whelan and Chairman Anderson. All Members voted yea. Motion carried.

 

Resolution R2012-70: Delinquent Property Tax Sale

Motion

Mr. Newport moved to authorize the Chairman of the DeKalb County Board to execute a deed of conveyance of the County’s interest or authorize the cancellation of the appropriate Certificate of Purchase, as the case may be (parcel #06-22-326-008), the sum of $121.70 to be paid to the Treasurer of DeKalb County, Illinois, to be disbursed according to law.  Mr. Reid seconded the motion.

Chairman Anderson asked for a roll call vote on the Resolution. Those members voting yea were Mrs. Allen, Mr. Augsburger, Mr. Cribben, Mrs. DeFauw, Mr. Deverell, Mr. Emerson, Ms. Fauci, Mr. Foster, Mrs. Fullerton, Mr. Gudmunson, Mr. Hulseberg, Mr. Metzger, Mr. Newport, Mr. Oncken, Mr. Reid, Mr. Stoddard, Mrs. Tobias, Mrs. Turner, Mr. Tyson, Ms. Vary, Mr. Whelan and Chairman Anderson. All Members voted yea. Motion carried.

 

Resolution R2012-71: Illinois Municipal Retirement Fund Taxable Allowance

Motion

Mr. Newport moved The DeKalb County Board does resolve that taxable expense allowances in general, with specific coverage of clothing allowances and Weight

Watchers Program, be included as reportable earnings to the Illinois Municipal Retirement Fund with this resolution being effective to January 1, 2000 and sunsets such authority as of October 31, 2012.  Mrs. Fullerton seconded the motion.

Voice Vote

The Chairman asked for a voice vote. All Members voted yea. Motion carried unanimously.

 

FINANCE COMMITTEE 

 

 

Claims

Motion

Mr. Newport moved to approve the Claims presented for the Current Month in the amount of $2,577,800.70; Emergency Claims in the amount of $429,461.32; Payroll Charges in the amount of $2,743,571.85 and Rehab & Nursing Center in the amount $1,025,598.18 of which represents current claims and monies paid during the previous month totaling $6,776,432.05.  Mr. Gudmunson seconded the motion.

Roll Call Vote

The Chairman asked for a roll call vote on the approval of the claims. Those members voting yea were Mrs. Allen, Mr. Augsburger, Mr. Cribben, Mrs. DeFauw, Mr. Deverell, Mr. Emerson, Ms. Fauci, Mr. Foster, Mrs. Fullerton, Mr. Gudmunson, Mr. Hulseberg, Mr. Metzger, Mr. Newport, Mr. Oncken, Mr. Reid, Mr. Stoddard, Mrs. Tobias, Mrs. Turner, Mr. Tyson, Ms. Vary, Mr. Whelan and Chairman Anderson. All Members voted yea. Motion carried unanimously.

 

Reports of County Officials

Motion

Mr. Newport moved to place on file the following reports of County officials; Cash and Investments in County Banks for September, 2012; Planning and Zoning Building and Permit Reports for September 2012; Public Defenders Report for August 2012; Jail Report for August 2012; Court Services Adult and Juvenile Report for August 2012.  Mrs. Turner seconded the motion.

Voice Vote

            The Chairman called for a voice vote on the reports of county officials.  All Members present voted yea.  Motion carried unanimously.

OLD BUSINESS / NEW BUSINESS 

Mr. Stoddard brought up a discussion about placing a plaque for a Tribute to Heroes somewhere amongst the DeKalb County Government buildings.

 

Mrs. Allen announced that the children’s waiting room at the Courthouse was looking for book donations for the children that come there.

 

Mr. Hulseberg inquired about the status of the FHFA Lawsuit filed in June by County Clerk & Recorder John Acardo.  Mr. Acardo provided an update on the process.

Motion

            Mr. Stoddard moved to adjourn the meeting and Mr. Augsburger seconded the motion.

Voice Vote

            The Chair called for a voice vote on the adjournment.  All Members voted yea.  Motion carried unanimously.
