AD HOC COURTHOUSE EXPANSION COMMITTEE
MEETING OF
JULY 25, 2012
Chairman Tobias gaveled the meeting to order at 3:41pm. Members present were Maureen Josh, John Hulseberg, Ken Andersen and Ruth Ann Tobias. Also present were Barry Leonard and Tom Leonard of Gilbane building Company, Matt Meives of Dewberry, Jim Scheffers and Ray Bockman.
It was moved by Maureen Josh, seconded by Ken Andersen and passed unanimously to approve the minutes of the meeting of June 18, 2012 as mailed.
The members present discussed the progress on the courthouse expansion project since the June meeting in general and specific questions were addressed as follows:
The announced change of the project completion date from the end of July to the end of August was questioned. The answer was that the primary cause was the unexpected discovery of asbestos tile under the carpeting of the former high volume courtroom and the 30-day delay associated with the abatement of that material.
A question was raised about the status of the contingency fund. The answer is that the fund is now almost completely obligated. The authorization for power washing of the old courthouse (not part of the original project scope) is being withheld to preserve approximately $55K for additional unforeseen changes.
A question was raised about the roof membrane and its longer-than-expected exposure to UV rays prior to the standing rib roof installation. The answer was that a second membrane was installed prior to roof installation and this would assure that warranties would remain in tact.
Additional discussion about the concern raised with regard to tree planting on slopes (now resolved) and stains on back of house stairs (still an open issue) preceded the committee tour of the expansion project. There is still not a clear resolution of the need (or not) to move the Com Ed feed line under the sidewalk.
The committee was informed that changes to the witness boxes were underway and that blacktopping of the street and parking spaces (with exception of Rt. 23 corner) would be done Friday.
Substantial progress was noted in most areas of the project. Furniture assembly is underway on the first floor. Terrazzo work is nearing completion on the second floor.
The Committee adjourned following the tour at approximately 4:45 pm.
