August 1, 2012
CALL TO ORDER
Chairman Leoni called the meeting to order at 3:30pm.

BOARD MEMBERS ABSENT:
Mitchell, and VanLanduyt. One position held by Harrison is open since he left the board because of retirement.

AGENDA
Chairman Leoni asked for any amendments to the agenda. The motion was made by Thomas and seconded by King to approve the agenda. The motion passed.
MINUTES
A motion to approve the minutes of the July 11, 2012 meeting, The motion was made by Metzger and seconded by Hanson. The motion passed.

- Monthly Treasurers Report- was presented and discussed.
- A motion to approve the July monthly report was made by Hanson and seconded by Metzger. Motion passed.

A motion to pay the August bills was made by King and seconded by Thomas. A roll call vote was taken: Chairman Leoni- Y, Hanson- Y, King- Y, Lowery- Y, Merritt- Y, Metzger- Y, and Thomas- Y. Motion passed.
OLD BUSINESS
- Fire Radio Reports Feyerherm reported:
- Fiber- He discussed the project is moving along. He has been notified that the north part of the project is live so he will connect northern rural fire radio infrastructure. He stated that earlier he had said he would install the entire network at once but has gone away from that statement and will start the install in August for the northern part of the install.
NEW BUSINESS
- Narrow banding Transition Date- Feyerherm stated all is going well with the rural fire departments. No complaints since the Fire cutover date of 07-23-12
- Leland Antenna-
- Johnson stated that she and Feyerherm met with the Leland School District on 07/18/12 and they voted to approve the request of the ETSB to put the antenna at the school. Johnson provided a picture of the anticipated location of the antenna at the school,
- Feyerherm stated the highest location in Leland was the water tower, He did review sites in Shabbona but the install would cost more at those sites. The Shabbona water tower does not have fiber close by and there are no mounts on top of it for the antenna.
- There were issues with the Frontier price request. Johnson told them to hold off on the quote until after the ETSB Meeting. The ETSB decided not to install the antenna until the fiber is connected to the school district.
- Feyerherm mentioned if the water tower was used that there was a possibility that the Rollo antenna site for the Sheriff Department could possibly be removed. King suggests that both the County and the ETSB share the costs for the install at the water tower.
- The issue will be discussed again at the next ETSB Meeting after Feyerherm has a chance to talk to the Village of Leland.
- Rural Fire Infrastructure Lightning Strike-
- Johnson stated that two radio sites had been struck by lightning on July 18, 2012. She also stated that she is concerned on what the deductible is for this year if this was to continue. The deductible was raised to $5,000.00 per strike starting with the 2012 insurance coverage.
- Feyerherm said there have been a lot of strikes. Stated that you cannot stop a direct hit on a strike. Feyerherm stated that the polyphaser at the high rise have been changed out recently.
- NG911/Mapping Software-.
- Johnson also stated she met with the State’s Attorney on June 27, 2012 to discuss the requirements of going out to bid/quote with an existing vendor. She had not heard back with a status. She will follow up with them.
- Legislation-
- Johnson stated not a lot of new movement on the legislation. The state legislative committee will be trying to at least get the sunset clause in the wireless legislation extended beyond 2013 and they met with the Illinois Commerce Commission on July 23, 2012 and not much movement was made,
- Participating Agency Request- None
- PSAP Administrators' Report – No Report
- Persons to be heard from the floor –
- Thomas stated that they were having radio issues and felt it was the antennas. They are still reviewing the issues and tweaking the system to zero in on the cause of the problem. He asked what the policy was for help on the maintenance of the antennas. He also asked if the resolution dealing with radios if it was for police also. The resolution covered fire only. He will investigate more before bringing it to the ETSB again.
- Coordinator’s Report – Johnson reported the following:
- VoIP Carriers- she is doing ongoing work on the database and surcharge collections
- NENA-
- Weekly Webinar/conference calls- on going webinars and calls. One of the committee deals with public education on texting that is being rolled out by Verizon Wireless and TCS in 2013.
- INENA- Meeting on July 12th- Main issues of the meeting was current legislation and the status and prepaid wireless surcharges.
- ICC rewrite- Final document has been filed with JCAR. It will go into hearings and will be finalized within a year.
- Wireless Carriers- Sprint is still doing testing of their infrastructure. AT&T is experiencing routing issues to the proper PSAP.
- Frontier- Sandwich was going through a lot of outages. Seemed to be fixed as of last week.
- Wireless Monies- Seems to be recovering what we lost if the increase continues. She will continue to monitor.
- Officer Elections- Need to fill Bruce Harrison’s Secretary slot- That has been tabled until all board members are appointed.
- Database issues for Private Switched ALI- She met with Oak Crest for data preparation for new phone system.
- EMD Class- Schedule for later in August at the COB building.
- Training- She is working with vendors to get quotes for training next year
ADJOURNMENT
Thomas moved to adjourn the meeting, and was seconded by Merritt. The motion passed. The meeting adjourned at 4::42pm.
