June 6, 2012
CALL TO ORDER
Chairman Leoni called the meeting to order at 3:30pm. Introduction of Chief Lowery, City of DeKalb Police Department was made.

BOARD MEMBERS ABSENT:
VanLanduyt and the positions that were held by Feithen and Harrison are open since they have left the board because of retirement.

AGENDA
Chairman Leoni asked for any amendments to the agenda. The motion was made by Metzger and seconded by Mitchell to approve the agenda. The motion passed.
MINUTES
A motion to approve the minutes of the March 07, 2012 meeting, The motion was made by Hanson and seconded by Thomas. The motion passed.

- Monthly Treasurers Report- was presented and discussed.
- A motion to approve the March monthly report was made by Thomas and seconded by King. Motion passed.
- A motion to approve the April monthly report was made by King and seconded by Thomas. Motion passed.
- A motion to approve the May monthly report was made by Metzger and seconded by Merritt. Motion passed.

- Audit- Todd stated that everyone received a copy of the 2011 Audit and that there were no major issues.

OLD BUSINESS
- Fire Radio Reports Feyerherm stated PL tones for Genoa and Sycamore had been changed with the Police narrow banding. He also explained that something interfered with the microwave path on Friday June 1, 2012. He was unable to find the problem and it cleared up on its own.
NEW BUSINESS
- Combined Dispatch Budget Line- Hanson explained the document of recommendation for the combined dispatch reductions based on the yearly audit. A motion to adopt the plan by Hanson and was seconded by Metzger. Motion Passed.
- Narrow banding Transition Date- Feyerherm stated that they have seen degradation in the communication back to the PSAP from the responders with the narrow banding. He feels this will impact Leland who is already experiencing issues in communications with the PSAP. He demoed that if a responder tries to talk on the radio while it is on their belt no communications will be heard at the PSAP. This degradation will be on a case by case basis. May not impact all rural fire departments.
- Leland Antenna- There was discussion to add an antenna at Leland School District building to help communication in Leland, Shabbona, Somonauk, Waterman and Lee. Feyerherm stated he could add a antenna for $10,000.00. There would be a phone line charge until the fiber is live at the school building. That charge may be similar to the charge that the Sheriff pays for the Rollo site. Once the fiber is live the phone line would be disconnected. Johnson will contact Frontier to get pricing for the circuit.
- There was a motion made to install the antenna at the Leland School District with the approval of the School District for the amount not to exceed the estimated cost of $13,000 plus line charge connections and monthly fees by Metzger and seconded by Mitchell. There was a roll call vote taken.
- Chairman Leoni- Y, Hanson- N, King- Y, Merritt- Y, Metzger- Y, Mitchell- Y, and Thomas- Y. Motion passed to add the antenna.
- NG911-.
- Johnson explained that there are 9 systems that have signed the resolution to consider sharing resources for NG911.
- Johnson also stated as part of NG911 that the PSAPs will need to consider new mapping software. The current vendor for the CAD has been working with City of DeKalb and DeKalb County Sheriff to provide mapping to them. City of DeKalb has purchased their CAD upgrade to go to the same system that DeKalb County Sheriff has and in that discounted price that would cover pricing for mapping for Sandwich Police Department and Northern Illinois University PSAP. The main question is whether the mapping can be purchased without an RFP/RFB/RFQ since it exceeds the state purchasing amount without that. Since this is a vendor in the county already would it be just considered an upgrade? Johnson will meet with Clay Campbell the DeKalb County State’s Attorney to see if the state purchasing policy needs to be followed in this case since it may be an upgrade.
- Recorder Maintenance- Johnson stated that they are still working with Word Systems to work out the maintenance agreements to meet the needs of the ETSB. DeKalb City did have a recorder problem and Word Systems was called to respond.
- National Telecommunicator Week in April 2012- Johnson stated she delivered the gifts during TC Week to all PSAPs and she did have an example of what was given to all dispatchers. She stated that the purchase did not exceed the monies budgeted.
- Legislation- Johnson stated that INENA and IAPCO Legislative Committee had introduced 2 bills into legislation for 911. These bills were discussed with legislators during 911 Goes To Springfield March 8th; These bills need to be approved to extend the sunset clause for wireless and address NG911 implementations. We were told during that session the the bills would not leave “Rules Committee” The INENA/APCO legislative committee will try to at least get the sunset clause changed in the veto session. They are also working with the ICC and ITA to get there support in the changes in the bills
- Participating Agency Request
- Sandwich/KenCom dispatch services discussion
- There was a meeting with DeKalb County ETSB, City of Sandwich, Frontier, AT&T and KenCom on March 14, 2012 a the Sandwich City Hall. Johnson provided expenses that were paid in 2011 to the group after that meeting. The ETSB had received a copy of the report.
- King explained that the City has stopped discussion for now. The price that was provided from KenCom to provide this service was higher than anticipated.
- Rural Fire Department Second Frequency Request-
- No activity on this request. This item will be removed from the agenda in the future.
- PSAP Administrators' Report – No Report
- Persons to be heard from the floor – None
- Coordinator’s Report – Johnson reported the following:
- VoIP Carrier Issues- Johnson stated that have been issues with the multiple carriers and their databases and the information appearing correctly when the person calls 911. This is an ongoing issue that Johnson works on.
- DeKalb Police Department Meeting on New Police Station-Johnson met with the City representatives and Frontier to make sure that Frontier has enough facilities to meet the needs of the City and 911 when the new police station is moved into.
- Wireless Carriers- PSAPs and Johnson worked with Sprint for new sites and additional testing for their change in infrastructure.
- Dispatcher Training- a 5 day PowerPhone class was held during the week of March 12th, and additional classes were held for Dispatch Judo the week of May 28th. There will be 2 more classes the week of June 4th. We also hosted 4 days of classes from 911 Institute training the week of May 7th. All of these classes will count towards the EMD continuing educations hours required by the State.
- Alert1- This is a company that is selling a service that has a device that will call 911 when the device is activated. There is two way communications between the caller and the dispatcher and sends all the correct information on the caller for address and telephone etc. The problem is that this device is in violation of the ICC Administrative Code. Johnson talked to the ICC on this issue and they said even though the information is correct and we can talk to the caller it still goes against the state documents. They stated that the decision to continue receiving the calls is up to the ETSB. This is an issue that needs to be discussed with the State’s Attorney and our liability if we continue to receive these calls. This is not the only company that provides a service/device like this.
