COUNTY FOREST PRESERVE PROCEEDINGS

January 18, 2012

The DeKalb County Forest Preserve District Commissioners met in regular session at the Legislative Center Wednesday, January 18, 2012.  President Anderson called the meeting to order and the Secretary called the roll.  Those Commissioners present were Mr. Newport, Mr. Oncken, Mr. Reid, Mr. Stoddard, Mrs. Tobias, Mr. Tyson, Mrs. Vary, Mr. Whelan, Mrs. Allen, Mr. Andersen, Mr. Augsburger, Mr. Brown, Mr. Cribben, Mrs. DeFauw, Mr. Deverell, Mr. Emerson, Ms. Fauci, Mr. Foster, Mrs. Fullerton, Mr. Gudmunson, Mr. Hulseberg, Mr. Metzger and President Anderson.  Twenty three Commissioners were present and one absent.

APPROVAL OF MINUTES

Motion

Ms. Fauci moved to approve the Minutes of November 16, 2011.  Ms. Vary seconded the motion.

Voice Vote

President Anderson asked for a voice vote on the approval of the Minutes.  All Commissioners present voted yea.  Motion carried unanimously.

APPROVAL OF AGENDA

Motion

            Ms. Fauci moved to approve the agenda and Mrs. Tobias seconded the motion.

Motion

Ms. Fauci moved to removed Ordinance 2012-03: Dog Ordinance Amendment from the Agenda and Send it Back to Committee.  Mr. Newport seconded the motion.

Voice Vote

President Anderson called for a voice vote on removing Ordinance 2012-03 from the Agenda. All Commissioners voted yea.  Motion carried.

Voice Vote

President Anderson asked for a voice vote on the approval of the agenda as Amended.  All Commissioners present voted yea.  Motion carried unanimously.

BUSINESS

Resolution R2012-06: Bid Award for a 4x4 Truck

Motion

Ms. Fauci moved that the DeKalb County Forest Preserve District Committee has reviewed the bid and the low bid meeting specifications is Brad Manning Ford at a cost of $18,291.00 for a Ford F-150 4x4, extended cab truck.  Ms. Vary seconded the motion.

Roll Call Vote

President Anderson asked for a roll call vote on the Resolution.  Those Commissioners voting yea were Mr. Newport, Mr. Oncken, Mr. Reid, Mr. Stoddard, Mrs. Tobias, Mr. Tyson, Ms. Vary, Mr. Whelan, Mrs. Allen, Mr. Augsburger, Mr. Brown, Mr. Cribben, Mrs. DeFauw, Mr. Deverell, Mr. Emerson, Ms. Fauci, Mr. Foster, Mrs. Fullerton, Mr. Gudmunson, Mr. Hulseberg, Mr. Metzger and President Anderson. One Commissioner, Mr. Andersen, voted nay.  Twenty two Commissioners voted yea and one voted nay. Motion carried.

Resolution R2012-07: Bid for another 4x4 Truck

Motion

Ms. Fauci moved the DeKalb County Forest Preserve District Committee has reviewed the bids and the low bid meeting specification is Morrow Brothers Ford at a cost of $22,579.00 for a Ford F-250 4x4, extended cab truck.  Mr. Tyson seconded the motion.

Motion

Ms. Fauci moved to Amend the Resolution by adding a Limited Slip Rear Axle and a Snow Plow Prep Package to the 4x4 truck.  Mr. Tobias seconded the motion.

President Anderson called for a roll call vote on the Motion to Amend the Resolution. Those Commissioners voting yea were Mr. Newport, Mr. Oncken, Mr. Reid, Mr. Stoddard, Mrs. Tobias, Mr. Tyson, Ms. Vary, Mr. Whelan, Mrs. Allen, Mr. Augsburger, Mr. Brown, Mr. Cribben, Mrs. DeFauw, Mr. Deverell, Mr. Emerson, Mr. Fauci, Mrs. Fullerton, Mr. Gudmunson, Mr. Hulseberg, Mr. Metzger and President Anderson.  Those Commissioners voting nay were Mr. Andersen and Mr. Foster. Twenty one Members voted yea and two Members voted nay. Motion carried.

President Anderson asked for a roll call vote on the Resolution with the added additions to the 4x4 truck.  Those Commissioners voting yea were Mr. Newport, Mr. Oncken, Mr. Reid, Mr. Stoddard, Mrs. Tobias, Mr. Tyson, Ms. Vary, Mr. Whelan, Mrs. Allen, Mr. Augsburger, Mr. Brown, Mr. Cribben, Mrs. DeFauw, Mr. Deverell, Ms. Fauci, Mrs. Fullerton, Mr. Hulseberg, Mr. Metzger and President Anderson.  Those Commissioners voting nay were Mr. Andersen, Mr. Emerson, Mr. Foster and Mr. Gudmunson. Nineteen Commissioners voted yea and four voted nay. Motion carried.

Claims

Motion

Ms. Fauci moved to approve the current month Claims in the amount of $41,826.98. December’s month Claims in the amount of $30,059.50. January’s Payroll Charges in the amount of $30,800.54 and December’s Payroll Charges in the amount of $36,354.25 representing current claims and monies paid during the previous month that were not part of last month’s report, totaling $72,627.52 and December’s claims and monies paid during the previous month were $66,413.75.  Mr. Augsburger seconded the motion.

            President Anderson called for a roll call vote on the Claims.  Those Commissioners voting yea were Mr. Newport, Mr. Oncken, Mr. Reid, Mr. Stoddard, Mrs. Tobias, Mr. Tyson, Ms. Vary, Mr. Whelan, Mrs. Allen, Mr. Andersen, Mr. Augsburger, Mr. Brown, Mr. Cribben, Mrs. DeFauw, Mr. Deverell, Mr. Emerson, Ms. Fauci, Mr. Foster, Mrs. Fullerton, Mr. Gudmunson, Mr. Hulseberg, Mr. Metzger and President Anderson.  All Commissioners present voted yea. Motion carried unanimously.

OLD BUSINESS / NEW BUSINESS

            There were no items of old business or new business.

ADJOURNMENT

Mr. Oncken moved to adjourn the meeting and Mrs. Allen seconded the motion.

President Anderson called for a voice vote on the adjournment.  All Commissioners present voted yea.  Motion carried unanimously.
