COUNTY FOREST PRESERVE PROCEEDINGS

March 21, 2012

The DeKalb County Forest Preserve District Commissioners met in regular session at the Legislative Center Wednesday, March 21, 2011.  President Anderson called the meeting to order and the Secretary called the roll.  Those Commissioners present were Mr. Reid, Mr. Stoddard, Mrs. Tobias, Mrs. Turner, Mr. Tyson, Ms. Vary, Mr. Whelan, Mr. Andersen, Mr. Augsburger, Mr. Brown, Mr. Cribben, Mrs. DeFauw, Mr. Deverell, Mr. Emerson, Ms. Fauci, Mr. Foster, Mr. Gudmunson, Mr. Hulseberg, Mr. Metzger, Mr. Newport, Mr. Oncken and President Anderson.  Mrs. Allen and Mrs. Fullerton were absent. Twenty two Commissioners were present and two were absent.

APPROVAL OF MINUTES

Motion

Mrs. Turner moved to approve the Minutes of February 15, 2012.  Mrs. DeFauw seconded the motion.

Voice Vote

President Anderson asked for a voice vote on the approval of the Minutes.  All Commissioners present voted yea.  Motion carried unanimously.

APPROVAL OF AGENDA

Motion

            Ms. Fauci moved to approve the agenda and Mrs. Turner seconded the motion.

Motion to Amend

Ms. Fauci moved to strike the Executive Session: Land Acquisition from the agenda.  Mr. Stoddard seconded the motion.

Voice Vote

President Anderson asked for a voice vote on the approval of the agenda as amended.  All Commissioners present voted yea.  Motion carried unanimously.

BUSINESS

Resolution R2012-17: FY2011 Budget Transfer and Amendments

Motion

Mr. Fauci moved The DeKalb Forest Preserve District does approve the emergency appropriations and budget transfers as set forth on the attached page A for Fiscal Year ending December 31, 2011.  Mrs. Tobias seconded the motion.

Voice Vote

President Anderson called for a voice vote on the Resolution. All Commissioners voted yea. Motion carried.

Resolution R2012-18: Award for a new 2012 4x4 Truck

Motion

Ms. Fauci rescinded this Resolution and accepted the original bid that was stated in Resolution R2012-06.

Resolution R2012-29: Somonauk to Sannauk Trail Lease Agreement

Motion

            Ms. Fauci moved to table this Resolution.  Mr. Augsburger seconded the motion.

Voice Vote

The President called for a voice vote to table the Resolution.  All Commissioners voted yea. Motion carried.

Ordinance R2012-03: Dog Ordinance Amendment

Motion

Ms. Fauci moved to amend the DeKalb County Dog Ordinance, Chapter V, Section 7, CONTROL AND TREATMENT of ANIMALS in the Forest Preserve.  Mrs. Turner seconded the motion.

Voice Vote

President Anderson called for a voice vote on the Ordinance.  A majority of the Commissioners voted yea. Motion carried.

Claims

Motion

Ms. Fauci moved to approve the current month Claims in the amount of $30,962.15. Payroll Charges in the amount of $29,354.76 representing current claims and monies paid during the previous month that were not part of last month’s report, totaling $60,316.91.  Mrs. Tobias seconded the motion.

Roll Call Vote

President Anderson called for a roll call vote on the Claims.  Those Commissioners voting yea were Mr. Reid, Mr. Stoddard, Mrs. Tobias, Mrs. Turner, Mr. Tyson, Ms. Vary, Mr. Whelan, Mr. Andersen, Mr. Augsburger, Mr. Brown, Mr. Cribben, Mrs. DeFauw, Mr. Deverell, Mr. Emerson, Ms. Fauci, Mr. Foster, Mr. Gudmunson, Mr. Hulseberg, Mr. Metzger, Mr. Newport, Mr. Oncken and President Anderson.  All twenty two Commissioners present voted yea. Motion carried unanimously.

OLD BUSINESS / NEW BUSINESS

            There were no items of old business or new business.

ADJOURNMENT

Motion

Mrs. Turner moved to adjourn the meeting and Mr. Augsburger seconded the motion.

Voice Vote

President Anderson called for a voice vote on the adjournment.  All Commissioners present voted yea.  Motion carried unanimously.
