CALL TO ORDER

The DeKalb County Board of Health meeting of September 27, 2012, was called to order at 7:32 pm by Kevin Buick, JD, President.

MINUTES

FULL BOARD

On a motion by Dr. Phillips, seconded by Todd Latham, the Board of Health Minutes of the Meeting for July 24, 2012, were approved. Motion carried. 

On a motion by Christina Jones, seconded by Andrea Mitchell, the Board of Health Executive Session Minutes of the Meeting for July 24, 2012, were approved. Motion carried. 

DIVISION REPORTS

Public Health Administrator - Jane Lux

Mrs. Lux reported that the proposal we submitted for the We Choose Health initiative was selected for funding for the project year August 15, 2012 through September 30, 2013. The Coordinated School Health model funded by the grant is highlighted in New Business. 

We have successfully addressed one of our Personal Health Services Division goals to increase our capacity to meet the need in the community for immunizations. January through August utilization data shows we increased Vaccine for Children (VFC) clients 41 percent and VFC immunizations 53 percent compared this time period in 2011.

The Health Education and Emergency Preparedness (EP) Division expanded due to two new grants and the increased funding and deliverables of existing grants. We are currently recruiting staff for the Division.

We got a score of 97 out of 100 on our EP local technical assistance review in June conducted onsite by the Centers for Disease Control and Preventions (CDC).

Environmental Health - Greg Maurice

Mr. Maurice reported on temporary food booth inspections at summer events. The Sandwich Fair is one of the largest events, and we conducted 100 food booth inspections.

Mr. Maurice discussed the unusually high number of bats found in homes, none of which tested positive for rabies.

Personal Health Services - Beverly Espe

Mrs. Espe explained the Division’s involvement with bat exposures. If a person finds a bat in a room where they slept, that constitutes an exposure, unless the bat is caught and found to be free of rabies upon testing.

Mrs. Espe shared her observation that we have a high quality Health Department that deals with complex public health issues.

Home Care - Lisa Hardcastle

Mrs. Hardcastle highlighted all the hard work that the staff has done over the past year. We were able to decrease our acute care hospitalization rate by a half percentage point while the national rate went up by a full percentage point, quite an accomplishment for Home Care.

Health Education and Emergency Preparedness - Marcy Zanellato

Mrs. Zanellato introduced Nancy LaCursia, who recently retired from teaching Health and Physical Education at Northern Illinois University (NIU).  Ms. LaCursia is presenting We Choose Health in New Business. 

Financial Data

Paul Stoddard moved to approve the Financial Statements for July and August 2012, seconded by Dr. Ronald Feldmann. Motion carried.

Karen Hagan moved to approve the Claims for August and September 2012, seconded by Dr. Ronald Feldmann. Motion carried.

NEW BUSINESS

  1.  We Choose Health 

Ms. LaCursia, the School Health Coordinator, gave a PowerPoint presentation, concentrating on the Coordinated School Health Education model, a CDC-endorsed,  evidence-based approach to promote healthy eating, physical activity  and other health behaviors for K through 12 students.

  1. County Budget Update 

Mrs. Lux included excerpts from the narrative County FY 2013 Budget recommended by Gary Hanson and Ray Bockman. The new option of a High-Deductible Health Insurance Plan (HDHP) with a Health Savings Account (HAS) is included. The County offered informational meetings about the new plan. The County will contribute a portion of the premium savings from a PPO plan to a Health Savings Account at 100 percent of premium savings for 2013, 95 percent for 2014 and 90 percent for 2015.

We learned the health insurance premium cost for 2013 is approximately $46,000 more than what we budgeted, based on estimates given last July.

  1. Nominating Committee

Mr. Lux stated that Kevin Buick’s membership expires at the end of the year, and we need to nominate a new attorney representative. In addition, Timothy Duez and Karen Hagen will complete their first term, and they are eligible for one more three-year term. We will be nominating a new slate of officers for next year. If anyone is interested, please contact Dr. Phillips or Mrs. Lux.  The Nominating Committee will meet in October.

EXECUTIVE SESSION 

At 8:07 pm, Karen Hagan moved, seconded by Andrea Mitchell to enter into Executive Session for the purpose of discussing (1) The Semi-Annual Review of Executive Session Minutes under Subsection Number 21 and (2) Home Care Business Matters under Subsection Number 6, both of Section 2 (c) of the Open Meetings Act. Motion carried.

On a roll call vote, those voting yes were Kevin Buick, Dr. Phillips, Paul Stoddard, Dr. Feldmann, Karen Hagan, Christina Jones, Roger Faivre, Andrea Mitchell, Todd Latham, and Dr. Diemer.

Dr. Phillips moved to reconvene to Open Session, seconded by Dr. Feldmann. Motion carried.

At 8:58 pm, Kevin Buick stated that the Board of Health is now in Open Session.

Andrea Mitchell moved to release the Executive Session Minutes of the meeting held on May 8, 2012, seconded by Paul Stoddard. Motion carried.

Christina Jones moved to accept Resolution 92712 to destroy the verbatim tape of the Executive Session meetings held on the following dates; March 30, 2010; May 25, 2010; July 27, 2010; September 22, 2010; September 28, 2010; November 30, 2010; January 25, 2011; and March 22, 2011, seconded by                                    Roger Faivre. Motion carried

Roger Faivre moved to authorize Mrs. Lux to pursue within specifics identified in closed session, terms regarding Home Care Business Matters discussed under Subsection 6 of Section 2 (c) of the Open Meetings Act, relating to the setting of a sale price with KishHealth System, seconded by Dr. Phillips. Motion carried.

On a motion by Paul Stoddard, seconded by Todd Latham, the Board of Health adjourned at 9:02 pm.  Motion carried.
