HIGHWAY COMMITTEE 

SPECIAL MEETING

 

AUGUST 15, 2012

 

A special meeting of the Highway Committee of the DeKalb County Board was held on Wednesday, August 15, 2012 at 7:00pm in the Freedom Room of the Legislative Center, in Sycamore, Illinois.  

 

Chairman Gudmunson called the meeting to order at 7:14pm.  Committee members present were Vice Chair Augsburger, Mr. Cribben, and Mr. Foster.   Others present were Mr. Nathan Schwartz, County Engineer and Wayne Davey, Support Services Manager, from the Highway Department.    

 

APPROVAL OF AGENDA:

 

Motion made by Mr. Foster and seconded by Vice Chair Augsburger to approve the agenda as presented.    The motion passed unanimously. 

 

PUBLIC COMMENTS:  None

 

RESOLUTION #R2012-51 – APPROVAL OF AWARD TO RESURFACE CHICAGO ROAD UNDER SECTION 11-00231-00-RS

 

Mr. Schwartz stated two bids were received for the resurfacing of Chicago Road from Illinois Route 23 east, approximately 0.8 miles.  The low bid was submitted by Curran Contracting Company in the amount of $177,052.00.  Mr. Schwartz recommended award to Curran’s.  A motion was made by Mr. Foster and seconded by Mr. Cribben to forward the Award Resolution to the full County Board recommending approval.   Motion passed unanimously.

 

RESOLUTION #R2012-52 – APPROVAL OF TRUCK ACCESS ROUTE PROGRAM (TARP) AGREEMENT WITH THE STATE OF ILLINOIS FOR CHICAGO ROAD: 

 

Mr. Schwartz explained the resurfacing of Chicago Road was being done in order to upgrade that portion of roadway to an 80,000 pound truck route.  By entering into an agreement with the State of Illinois, the State will provide additional funding for this upgrade in the amount of $93,550.00.  The remaining funds required for this project are local funds provided by a private entity.  Mr. Schwartz recommended approval of this agreement.  A motion was made by Mr. Foster and seconded by Vice Chairman Augsburger to forward the Resolution to the full County Board recommending approval.   Motion passed unanimously. 

 

 

RESOLUTION #R2012-53 – DESIGNATION OF CHICAGO ROAD AS AN 80,000 POUND TRUCK ROUTE:

 

When the County utilizes TARP funds for upgrading roadways, those roads must be designated as a truck route and are not allowed to be posted during the spring thaw/freeze cycle.  This resolution satisfies this State requirement and Mr. Schwartz recommended approval.  Mr. Foster inquired if a bond would still be necessary if overweight trucks were allowed to utilize this portion of roadway.  Mr. Schwartz stated the County would be following the same guidelines as the State of Illinois and would no longer accept any bonds for allowing overweight traffic.  The County’s overweight permit procedures would allow for overweight traffic and the cost of the permit has been established to offset the damage to the road caused by overweights.  A motion was made by Mr. Cribben and seconded by Mr. Foster to forward the Resolution to the full County Board recommending approval.   Motion passed unanimously.

Chair Gudmunson asked if there was anything further that needed to be discussed and hearing none asked for a motion to adjourn.  A motion was made by Vice Chair Augsburger and seconded by Mr. Cribben to adjourn.  The motion passed unanimously and the August 15, 2012 special meeting was adjourned at 7:27pm.
