HIGHWAY COMMITTEE

May 3, 2012

A meeting of the Highway Committee of the DeKalb County Board was held on Thursday, May 3, 2012 at 6:00pm in the Conference Room of the DeKalb County Highway Department, DeKalb, Illinois.

Chairman Gudmunson called the meeting to order at 6:00pm. Committee members present were Vice Chair Augsburger, Mr. Brown, Mr. Cribben, Mr. Deverell and Mr. Foster. Others present were Mr. Nathan Schwartz, County Engineer and Wayne Davey, Support Services Manager, from the Highway Department. Mr. Tice Cole, Crawford, Murphy & Tilly, Inc. was also present along with County Board members Mr. Stephen Reid and Mr. Paul Stoddard.

APPROVAL OF MINUTES:

Motion made by Vice Chairman Augsburger and seconded by Mr. Cribben to approve the minutes of the regular April 5, 2012 meeting. The motion to approve the minutes carried unanimously.

APPROVAL OF AGENDA:

Motion made by Mr. Foster and seconded by Mr. Brown to approve the agenda as presented. The motion passed unanimously.

PUBLIC COMMENT: None

CHAIRMAN’S COMMENTS: Chairman Gudmunson stated he had no comments at this time.

COUNTY ENGINEER’S COMMENTS:

Mr. Schwartz presented the Transportation Improvement Progress Report for the month of April. Progress continues on Chicago Road from Route 23 east to the Rosenwinkle grain facility. Once completed this portion of Chicago Road will become an 80,000 pound truck route and will not be posted, even in the spring. This is a public/private partnership with Mr. Rosenwinkle contributing a portion of the cost of this project. The design engineering on the Five Points Road Bridge continues to move forward. Mr. Schwartz has met with the land owners exploring the possibility of them donating additional land for a wider right-of-way. Survey work continues on Glidden Road to widen the shoulders and the Hortense Street Bridge continues with the preliminary engineering phase. The plan is to have the deck replaced and Hortense Street opened this year before winter sets in. Keslinger Road Bridge remains in the court system with no new progress to report.

The County was advised today that the Seal Coat Contractor has been suspended for a period of 120 days due to incorrect personnel procedures. This is the same thing that happened last year, but much earlier in the season. Hopefully the County can still proceed with their seal coat work this year. The County Engineer will keep the Committee informed as information is received.

Mr. Schwartz informed the Committee that after checking with surrounding Counties and learning that DeKalb County is the only County who installs entrances for material cost only, this practice will be discontinued. Those on the list awaiting culvert installation will be served. All new installations will be the responsibility of the landowner under the supervision of the County Engineer. If for some reason the County is replacing an existing culvert and the landowner requests an extension to that entrance, the County would do that additional work for time and materials if the landowner so requests. Once the pipes are placed within the County’s right-of-way the maintenance of those pipes become the responsibility of the County. The County currently handles approximately 12 culvert installations a year.

ADDITIONAL COMMENTS: Mr. Foster requested a list of projects that the Maintainers do annually so the Committee can quantify the amount of time to complete those projects. Mr. Schwartz stated he would provide such a list for the Committee’s information.

Mr. Gudmunson inquired about the update of roads to 80,000 pounds. Mr. Schwartz stated he continues to work on that and will provide his report to the Committee at a later date.

Mr. Deverell inquired about the intersections of Glidden Road and Il Route 64 and Glidden Road and Il Route 72. As you approach these intersections, particularly from the south bound lane, the roadway is in bad shape and needs repair. Mr. Schwartz indicated these areas would be looked at soon and not wait until Glidden is resurfaced to address the problems.

A motion was made by Vice Chair Augsburger and seconded by Mr. Cribben to enter into Executive Session per Chapter 5 ILCS Act 120 Section 2(c)(2), Collective negotiating matters between DeKalb County and its employees. Roll call vote was taken with 6 yes votes and 0 no votes. The Highway Committee entered Executive Session at 6:40pm.

The Highway Committee returned from Executive Session at 7:30pm.

ADJOURNMENT:

Chair Gudmunson asked if there was anything further that needed to be discussed and hearing none asked for a motion to adjourn. A motion was made by Mr. Foster and seconded by Mr. Deverell to adjourn. The motion passed unanimously and the May 3, 2012 meeting was adjourned at 7:31pm.
