SPECIAL MEETING
November 21, 2012

A special meeting of the Highway Committee of the DeKalb County Board was held on Wednesday, November 21, 2012 at 7:00pm in the Freedom Room of the Legislative Center, in Sycamore, Illinois.  

Chairman Gudmunson called the meeting to order at 7:00pm.  Committee members present were Vice Chair Augsburger, Mr. Cribben, Mr. Deverell and Mr. Foster.   Others present were Mr. Nathan Schwartz, County Engineer and Wayne Davey, Support Services Manager, from the Highway Department.    

APPROVAL OF AGENDA:

Motion made by Vice Chair Augsburger and seconded by Mr. Cribben to approve the agenda as presented.    The motion passed unanimously. 

PUBLIC COMMENTS:  None

RESOLUTION #R2012-72 – AWARD FOR BETHANY ROAD BRIDGE PROJECT IN CORTLAND ROAD DISTRICT:

Mr. Schwartz stated eight bids were received for the construction of a superstructure replacement using precast prestressed concrete deck beams supported on existing pile bent abutments and pier on Bethany Road over the east branch of the Kishwaukee River in Cortland Road District.  The low bid meeting specifications was submitted by Illinois Constructors Corporation from Elburn, Illinois.  Their bid was $193,612.78 and the Engineer’s Estimate was $232,590.00.  Five bids were below the engineer’s estimate and three exceeded the Engineer’s estimate.  Mr. Cribben inquired what aspect of these bids exceeded the engineer’s estimate, i.e. was it labor or materials.  Mr. Schwartz indicated it appears the Township is getting a good deal on the bridge beams.  Mr. Schwartz recommended award to Illinois Constructors.  A motion was made by Mr. Cribben and seconded by Vice Chair Augsburger to forward the Award Resolution to the full County Board recommending approval.   Motion passed unanimously.

CHAIRMAN’S COMMENTS:  None

COUNTY ENGINEER’S COMMENTS:  Mr. Schwartz informed the Committee that a 1900 era road maintainer (grader) had been donated to the County by Mayfield Township.  In a move to preserve a bit of DeKalb County history the Highway Department accepted the grader and had it painted and will place the maintainer in front of the Highway Department.  This event will take place on Wednesday, November 28th at 2:00pm.  The Committee is invited to attend. 

Mr. Schwartz inquired if the Committee felt a December meeting needed to be held with the cancellation of the December 19th regular Board meeting.  The Committee decided they had no business that could not wait to be acted upon during the January regular Board Meeting.

Mr. Schwartz informed the Committee that he had scheduled December 18th for the Committee to take a tour of the completed 2012 construction projects and take a look at those projects planned for 2013.  This will provide an opportunity for new Committee members as well as those returning to be familiar with the Department’s plans for next year.  After the Committee is established on December 3rd the Highway Department will provide further details on this event.

Mr. Schwartz presented retiring Committee member Augsburger with a Certificate of Appreciation for Vice Chair Augsburger’s eight  years of service on the Highway Committee.  This was Mr. Augsburger’s final Committee meeting due to retirement.

ADJOURNMENT:

Chair Gudmunson asked if there was anything further that needed to be discussed and hearing none asked for a motion to adjourn.  A motion was made by Mr. Foster and seconded by Mr. Cribben to adjourn.  The motion passed unanimously and the November 21, 2012 special meeting was adjourned at 7:17pm.
