The Ad Hoc Jail Planning Committee met in the Legislative Center’s on the West Side of the Gathertorium on September 10, 2012 @ 3:30p.m. Committee Chairman Ruth Anne Tobias called the meeting to order. Members present were Marlene Allen, Ray Bockman, Riley Oncken, Anita Turner, Lt. Joyce Klein and Sheriff Roger Scott. Others present were Jim Scheffers, Gary Hanson, Tom Leonard, Dennis Kimme, James Matarelli, Rick Wise and Matt Mieves.

APPROVAL OF THE MINUTES
Moved by Ms. Turner, seconded by Mr. Oncken, and it was carried unanimously to approve the minutes from March 2012.

Moved by Mr. Oncken, seconded by Ms. Turner, and it was carried unanimously to accept the agenda as presented.

SCHEMATIC DESIGN – FINAL PRESENTATION BY MR. DENNIS KIMME, OF KIMME AND ASSOCIATES, INC.
Mr. Dennis Kimme made a presentation to the committee regarding the Schematic Design for the Jail Expansion Project. He said that the 31-year old 2nd floor of the DeKalb County Jail was designed for only 64 beds. Beds were added from 1989 to 1990 to existing space to reach today’s 89 bed total. The jail population averaged 141 in 2011 with a peak day of 152 inmates. The county routinely rents beds from other counties for 50 inmates a day. DeKalb County’s projected need through 2030 is 330 beds; 440% more than the 1980 bed capacity.

The space needs of other PSB occupants for the year 2030 are projected to: Sheriff’s Department would need 7,890 Additional gross square feet; the Coroner/ESDA Department would need an additional 520 gross square feet; the Facilities Management Office would need an additional 670 gross square feet, for total additional gross square feet of 9,080.

Some highlights of the Intergovernmental Agreement are: a.) that DeKalb County gains access to and ownership of Locust Street between State and Exchange; b.) DeKalb County gains access to and ownership of the Alley between State and Exchange Streets and Locust & Walnut Streets; c.) DeKalb County is permitted to move city utilities; and d.) The City of Sycamore receives Exchange Street between Main & Locust; returns to two-way street; widening: (parking adjacent to Legislative building lost).

Also in the Intergovernmental Agreement highlights that the County would pay for are: other utility changes, required plats, Exchange Street and Alley improvements, and signage identifying public parking.

Occupancy attained would equal a total of 163 bed minimum (see page 24 of the power point presentation).

Mr. Kimme said that the first thing that has to be done is to get the design work finished.

SCHEMATIC DESIGN – BUDGET PRESENTATION – MR. TOM LEONARD OF GILBANE BUILDING COMPANY
Mr. Leonard presented the budget section of the presentation. He mentioned that the Design Development Phase would begin in June 2013 with the Construction Document Phase starting in September 2013. He then added that the bid would go out in January 2014 with the Building of the Jail Expansion to begin on April 2014.

The committee made a suggestion to Mr. Leonard to possibly use 1 column instead of 2 in his budget report because of possible confusion. They also mentioned that the additive alternatives could possibly be stated as Stand Alone Price in one column and another column stating Cumulative.

The committee said that they would include this presentation at the September County Board Meeting at the beginning of the meeting.

Mr. Oncken asked that the updated presentation to be emailed out to all county board members prior to the county board meeting. Mr. Kimme will make changes to the power point slides and email the new version out to Mary Supple, DeKalb County Coordinator, so that she could email them out to the full board.

It was moved by Ms. Turner, seconded by Mr. Oncken, and it was carried unanimously to forward this recommendation and findings on the budget and building design for the DeKalb County Jail Expansion, to the full board for approval.
