The Law and Justice Committee of the DeKalb County Board met on Monday, November 19, 2012 at 6:30p.m. in the DeKalb County Administration Building’s Conference Room East. Chairman Marlene Allen called the meeting to order. Members present were Ken Andersen, Steve Reid and Derek Tyson Riley Oncken and Anita Turner were absent. There was a quorum present. Others present were Tom McCullough, Rob Carlson, Sheriff Scott, Stephanie Klein and Margi Gilmour.


APPROVAL OF THE MINUTES

Moved by Mr. Andersen, seconded by Mr. Reid, and it was carried unanimously to approve the minutes from October 2012.


APPROVAL OF THE AGENDA

Moved by Mr. Reid, seconded by Mr. Tyson, and it was carried unanimously to approve the agenda as presented.


Chairman Allen thanked everyone on the committee for all of their hard work on the committee issues and the department heads. She said that she really enjoyed working with all of them. She said that it is really important that if you are sitting on a committee that the department heads and employees can count on you backing them. We all have to get along, she said.


RESOLUTON FROM THE STATE’S ATTORNEY’S OFFICE
Assistant State’s Attorney Stephanie Klein approached the committee this evening regarding a resolution for the State Appellate Prosecutor be paid for $20,000 in matching funds. They do handle conflict cases for the State’s Attorney’s Office. This is usually done annually. They handle about 30 to 40 cases pre-trial for the State’s Attorney’s Office.


Moved by Mr. Andersen, seconded by Mr. Tyson, and it was carried unanimously to forward this resolution to the full board for approval on December 3, 2012 at the Organizational meeting.

PUBLIC DEFENDER’S REPORT – MR. TOM McCULLOUGH
Mr. Tom McCullough, DeKalb County’s Interim Public Defender, said that they have been very busy in his office. Once again, they have closed slightly more cases than they have opened.


COURT SERVICES REPORT
Ms. Gilmour, Court Services Director, said that they have added 24 new active cases to their caseload last month. They now have 483 active adult cases. The CRS hours had 86 adult cases last month. There were about 9,500 CRS hours ordered by the court with a little over 6,000 hours completed last month. In the Juvenile Courts they added 15 cases for 1,770 hours ordered with 227 hours completed.


In the Juvenile Court Services Report they had 5 youth detained with one for the 1st time, 2 for the 2nd time, 1 for the 5th time and 1 for the 11th time.


The Circuit has split and they designed the new seal for the 23rd Official Seal.


JAIL REPORT – SHERIFF SCOTT
Sheriff Scott said that the monthly average daily population report showed 143 inmates in the jail for last month. Sheriff said that there are about 4 or 5 inmates with mental health issues that should be held somewhere else. That is the average per week, he said.


The committee asked Sheriff Scott how may mental health sites are left in the State for people to be sent to.


He said that he did not know the number but the list of mental health facilities is getting smaller and smaller and further away.

Moved by Mr. Oncken, seconded by Ms. Turner, and it was carried unanimously to adjourn the meeting.
