The County Board Met in regular session at the Legislative Center Wednesday, September 18, 2013. The Chair called the meeting to order and the Clerk called the roll. Those Members present were Mr. Gudmunson, Mrs. Haji-Sheikh, Mr. Johnson, Mr. Jones, Mr. O'Barski, Mr. Oncken, Mr. Pietrowski, Mr. Reid, Mr. Stoddard, Mrs. Tobias, Mrs. Turner, Mr. Tyson, Mr. Whelan, Mr. Cribben, Mr. Cvek, Mrs. DeFauw, Mr. Deverell, Mr. Emerson, Ms. Fauci, Mr. Foster, Mr. Frieders and Chairman Metzger. Mrs. Fullerton and Mr. Brown were absent. Twenty two Members were present and two were absent.


Chairman Metzger asked Mr. Gudmunson to lead to the pledge of allegiance.


APPROVAL OF MINUTES
Motion

  Mrs. Tobias moved to approve the Minutes of August 21, 2013. Mr. Deverell seconded the motion.
Voice Vote
   Chairman Metzger asked for a voice vote on the approval of the Minutes. All Members present voted yea. Motion carried unanimously.

 

APPROVAL OF AGENDA
Motion
   Mrs. Haji-Sheikh moved to approve the Agenda and Mrs. Turner seconded the motion.

   Chairman Metzger asked for a voice vote on the Agenda. All Members voted yea. Motion carried unanimously.

 

COMMUNICATIONS AND REFERRALS

 

Mr. Whelan introduced to the board Ms. Sandra Belman, the new Executive Director of the DeKalb County Community Mental Health Board. Ms. Belman started August 31, 2013.

 

Employee Service Awards
Employee Service Awards for the month of September 2013 were: Five Years: Philip G. Montgomery: State's Attorney, Rhonda L. Henke: Rehab & Nursing, Alan L. Cook: Judiciary; Ten Years: Patricia J. Diedrich: Circuit Clerk, Debra D. Greiner: Rehab & Nursing, Brianna C. Wig: Supt. of Assessments, Nancy L. Henna: Health Department; Fifteen Years: James S. Weber: Highway Department; Twenty Five Years: Anthony J. Grubbs: Sheriff's Department.


PERSONS TO BE HEARD FROM THE FLOOR

There were no persons to address the County Board on any items that were not subject to a public hearing.

Proclamation P2013-04: National Brain Aneurism Awareness Month

Mr. Cvek presented Proclamation P2013-04 to the County Board proclaiming the month of September be declared Brain Aneurysm Awareness Month.

 

Mrs. Fullerton arrived at 7:34 p.m.

 

APPOINTMENTS

Chairman Metzger recommended the following appointments: Public Building Commission: George Daugherty, reappointment for a term of 3 years, until 09/30/2016. Workforce Investment Act Board: Mary Wright, to fill the unexpired term of LaCretia Konan until 09/30/2014. Brian Slayton, reappointment for a term of 3 years, until 09/30/2015. Mike Milano and Gary Evans both appointments are for terms of 3 years, until 09/30/2015. Community Services Administrative Board: Vanessa Howell and John Rey, for a term of 3 years, until 08/31/2016.


Ad Hoc Rules Committee: Mr. Paul Stoddard, Ms. Sally DeFauw, Mr. John Emerson, Ms. Julia Fullerton, Mr. Tracy Jones, Mr. Riley Oncken, Mr. Mark Pietrowski and Mr. Stephen Reid, all appointments for on term ending 11/30/2014. County Clerk & Recorder: Mr. Douglas Johnson to fill the unexpired term of John Acardo until 11/30/2014.


Motion
Mr. Cvek moved to approve the appointments as presented. Mrs. Fullerton seconded the motion.
Voice Vote
The Chairman asked for a voice vote on the appointments. All Members voted yea. Motion carried unanimously.

Honorable Judge Brady administered the Oath of Office to Mr. Douglas Johnson for the position of DeKalb County Clerk & Recorder.

 

 

REPORTS FROM STANDING COMMITTEES

 

FINANCE COMMITEE

 

Resolution R2013-65: Place FY2014 County Budget on File for Public View
Motion
Mr. Reid moved to place the DeKalb County FY2014 Budget on file for Public Viewing in the County Clerk's Office, on the County's Internet site, and at two other geographically diverse public offices (The Sandwich City Hall and the Office of the Genoa City Clerk), for public inspection. Mr. Stoddard seconded the motion.

Voice Vote
Chairman Metzger called for a voice vote to approve the Resolution as presented. All Members presented voted yea. Motion carried unanimously.

 

Claims for September 2013
Motion
Mr. Reid moved to approve the claims for September 2013, and the off cycle claims paid during the previous month, in the amount of $6,478,731.51. Ms. Fauci seconded the motion.
Roll Call Vote
The Chairman asked for a roll call vote on the approval of the claims. Those Members voting yea were Mrs. Fullerton, Mr. Gudmunson, Mrs. Haji-Sheikh, Mr. Johnson, Mr. Jones, Mr. O'Barski, Mr. Oncken, Mr. Pietrowski, Mr. Reid, Mr. Stoddard, Mrs. Tobias, Mrs. Turner, Mr. Tyson, Mr. Whelan, Mr. Cribben, Mr. Cvek, Mrs. DeFauw, Mr. Deverell, Mr. Emerson, Ms. Fauci, Mr. Foster, Mr. Frieders and Chairman Metzger. All Members present voted yea. Motion carried unanimously.

 

Reports of County Officials
Motion
Mr. Reid moved to accept and place on file the following Reports of County Officials: Cash &
Investments in County Banks -- August 2013; State's Attorney's Report 2013; Court Services
Report -- Adult & Juvenile Detention for August 2013; Jail Report -- August 2013 Public
Defender's Report -- August 2013; Planning & Zoning Building Permits & Construction Report
-- June, July & August 2013; Forest Preserve Report -- August 2013. Mr. Whelan seconded the
motion.

Motion
Mr. Stoddard moved to remove the Forest Preserve Report for August 2013 from the Reports of County Officials and add it to new business under the Forest Preserve Proceedings. Mr. O'Barski seconded the motion.
Voice Vote
Chairman Metzger asked for a voice vote on Mr. Stoddard's motion. All Members voted yea. Motion carried unanimously.

The Chairman requested a voice vote to accept the Reports of County Officials as amended. All Members presented voted yea. Motion carried unanimously.

 

APPOINTMENTS EXPIRING FOR OCTOBER 2013
DeKalb Housing Authority --1 position
Metropolitan Planning Organization -- 2 positions

 

OLD BUSINESS / NEW BUSINESS

Mrs. Tobias passed out the County Review publishing to the board and also to bring attention to an article published in it about the Children's Advocacy Center.

Mrs. Haji-Sheikh also shared with the board an update she had about Mary Supple and also shared some information on America in Bloom.

 

ADJOURNMENT
Motion
Mr. Foster moved to adjourn the meeting and Mrs. DeFauw seconded the motion.
Voice Vote
Chairman Metzger called for a voice vote on the adjournment. All Members voted yea. Motion carried unanimously.
