CALL TO ORDER
Vice Chairman King called the meeting to order at 3:30pm.

Vice Chairman King asked for any amendments to the agenda. The motion was made by Mitchell and seconded by Hicks to approve the agenda. The motion passed

 

MINUTES
A motion to approve the minutes of the February 6, 2013 meeting the motion was made by Lowery and seconded by Mitchell. The motion passed.

    A motion to approve the February monthly report was made by Merritt and seconded by Lowery. Motion passed.

A motion to pay the February bills was made by Hanson and seconded by Hicks. A roll call vote was taken: Vice Chairman King- Y, Fullerton- Y, Hanson- Y, Hicks- Y, Lowery- Y, Merritt- Y, and Mitchell-Y. Motion passed.
2012 Budget Resolution:
A Motion was made to approve the resolution presented by Johnson by Lowery and seconded by Mitchell. Motion Passed,

 

OLD BUSINESS

   Fire Radio Reports Johnson reported for Feyerherm:

  • Keslinger Tower- Had to replace UPS. Snow storm caused snow to get through vents in the building and caused the UPS to crash. New UPS was installed.
    • Fiber- All sites are live except Somonauk and Leland. Will keep lines working for a few weeks and then disconnect lines after that.
    • UPS Power for fiber equipment- All are installed for the fiber.
  • Somonauk Tower- Johnson reported that she attended a meeting with the Somonauk Village and the following were the results of the meeting:
    • They discussed their concerns with the coverage of the Police radio coverage to portables and the safety of their officers
    • Johnson told Somonauk that the ETSB does not pay for the Police radio infrastructure
    • They may want to charge the ETSB to connect the fiber to the tower and charge them to keep the equipment on top of the tower.
    • Feyerherm told Johnson that Somonauk could be bypassed by installing additional equipment at Hinckley and connect the Leland tower to Hinckley. The cost to reroute would be approximately $4,000.00.
    • If Somonauk would allow the change after the bypass has been done there would be additional charges to then bring Somonauk live.
    • There would be charges to remove the equipment if the Somonauk site is abandoned
    • The ETSB requested that a meeting be scheduled with the Village to inform them of their decision that they would not pay fees to keep the equipment on top of the tower or to connect to the fiber or pay for any additional equipment for the Police infrastructure. Date was to be set that the ETSB needed a decision by before they proceed with the backup plan to Somonauk tower.
  • Leland Rural Fire Radio Antenna- Johnson reported for Feyerherm
    Feyerherm stated equipment is installed. Need Somonauk or Hinckley Tower to bring the tower site live.
  • NG911/Mapping- Johnson Reported:
    • Mapping Projects- is moving forward. There was a status meeting/conference call on March 11 to get a status of all map data and to discuss a plan of how to implement the mapping in the PSAPs. There was a decision to only bring DeKalb County and DeKalb Police Department live on the first cut and after the bugs are worked out of the mapping then the remote sites of NIU and Sandwich will be brought onto the new mapping.
    • NG911Project- More detail on the line item of RFQ listed below.

NEW BUSINESS

   Officer Nominations-

  • There was discussion of who would be interested in taking the position of Chairman. A motion was made to elect Bill King as chairman by Hanson and seconded by Merritt. Motion Passed.
  • Since King took the position of Chairman then there was the need to appoint someone to Vice Chairman. Hanson made a motion to appoint Merritt as Vice Chairman and seconded by Lowery. Motion passed.

   NG911 Consultant RFQ-

  • Johnson explained the first two comments in response to Hanson’s comments from reviewing the document.
    Hanson requested that there be more detail in the document and how the systems would pay for the consultant services between all 10 systems and the mechanics of two RFPs for equipment and services
  • A motion was made to table the RFQ until the next meeting until more detail is put into the document and seconded by Fullerton. Motion passed.

   Texting 911- Johnson stated:

  • NENA Committees are still working on a documents and standards
  • Johnson explained the four options that the ETSB will have on implementing texting services to 911.

   NENA NDC Conference- Johnson attended this conference and reported that she attended a class on transitioning to NG911 and that DeKalb County was following what other systems have done to implement NG911 both as a standalone and a shared system. The daily sessions were from 8am to 5pm every day and they worked on documents for practices and procedures for implementing and maintaining NG911 systems. These were continuation of the webinars/calls that Johnson attend every week.

 

   Legislation

  • Johnson went over the detail of HB3073 dealing with the wireless surcharge. The intention of this bill is not to increase the surcharge to the public but to increase the monies that are remitted to the 911 systems. The carrier portion of the surcharge would be changed on how it would be distributed and the systems would see more money from that change. It also addresses the sunset clause of the surcharge.
  • Letters were already sent to legislators on HB3073 to get their support.
  • INENA and IAPCO has scheduled another 911 Goes to Springfield on April 17th, 2013. Johnson will be attending. The emphasis will be to get the support of HB3073

  Coordinators Report

  • VoIP Carriers- on going work on the database and surcharge collections
  • NENA- Attend Weekly webinar/conference calls on practice and procedures for NG911
  • INENA- There was a Meeting January 10th, Next Meeting February 21;
  • ICC rewrite- No news
  • FOIA- ETSB received their first request. We provided data requested within the timeframe required
  • Class for Dispatchers for IDPH ongoing training requirements- first class of the year that the ETSB had purchased was going on March 13th and 14th. Johnson stated that other systems dispatchers were attending the classes so the ETSB would bill those systems for their attendance. More classes in May and June are to be held.
  • Wireless Monies- still watching and the monthly funds fluctuate about $1000.00 per month up and down
  • National TC Week- Johnson was working on an item to be purchased for 2013 and it should not exceed what the ETSB be has budget for in the past years. TC week starts April 14, 2013.
  • NG911 Meeting for Region 3- A meeting was held January 9 and the group is finalizing RFQ- Request for Qualifications for a Consultant. That document was discussed earlier in the meeting.
  • FCC Surcharge Report- Johnson had emailed this document to the ETSB earlier. She stated that Illinois is one of the few states that do sweep 911 wireless funds.
  • Consulting Firm for City of DeKalb- Johnson stated she had an inquiry from this firm on the monies that are remitted to the City for dispatch services. She explained what the monies were for and that the ETSB has specific uses that the monies can be used for by state law. She also provided a copy of the ETSB budget for 2013 to them.

 

ADJOURNMENT

Lowery moved to adjourn the meeting, and was seconded by Mitchell. The motion passed. The meeting adjourned at 5:02pm.
