The Executive Committee of the DeKalb County Board met Tuesday, on September 10, 2013, at 7 p.m. at the Administration Building's Conference Room East. Chairman Jeffrey Metzger called the meeting to order. Members present were Sally DeFauw, Julia Fauci, John Gudmunson, Stephen Reid, Paul Stoddard, Anita Turner and Jeff Whelan. Julia Fullerton was absent.


Others present were Gary Hanson, Doug Johnson, Greg Millburg, Frank O'Barski, Misty Haji-Sheikh, Bob Brown, Anthony Cvek, John Frieders, Derek Tyson, Tracy Jones, Riley Oncken and Mark Pietrowski.


It was moved by Mrs. DeFauw, seconded by Ms. Fauci, and it was carried unanimously to invite Mr. Derek Tyson to sit at the table to represent the Law & Justice Committee since there is no chairman from that committee present.

 

APPROVAL OF THE AGENDA
Chairman Metzger announced he was adding a brief agenda adjustment for updates.
It was moved by Mr. Whelan, seconded by Ms. Fauci, and it was carried unanimously to approve the amended agenda.

 

APPROVAL OF THE MINUTES
It was moved by Mr. Reid, seconded by Mrs. Fauci, and it was carried unanimously to approve the minutes from the August 13, 2013 meeting.

 

CHAIRMAN'S COMMENTS
Chairman Metzger gave a brief update on Mary Supple and encouraged everyone to visit the Caring Bridge site online which has been recently updated with positive news.

 

Chairman Metzger also announced that Mr. Doug Johnson was in the audience and on the table were copies of his resume if anyone was interested in viewing that background information. Mr. Johnson has an appointment in the agenda up for approval for the DeKalb County Clerk and Recorders position to fill the unexpired term of John Acardo until November 30, 2014.


The Chairman also said that there would be a Proclamation being brought forward this month from Mr. Anthony Cvek which is to Declare September "Brain Aneurysm Awareness Month" in DeKalb County, Illinois. The Chairman asked Mr. Cvek to present this Proclamation at the full Board meeting next week.

 

APPROVAL OF THE COUNTY BOARD AGENDA
Appointments:
1.) Public Building Commission: George Daugherty, reappointment for a term of 3 years, until 09/30/2016.


2.) Workforce Investment Act Board: Mary Wright, to fill the unexpired term of LaCretia Konan until 09/30/2014. Brian Slayton, reappointment for a term of 3 years, until 09/30/2015. Two other appointments are scheduled to be filled by the full County Board Meeting for terms of 3 years, until 09/30/2015.


3.) Community Services Administrative Board: Vanessa Howell and John Rey, for a term of 3 years, until 08/31/2016.


4.) Ad Hoc Rules Committee: Mr. Paul Stoddard, Ms. Sally DeFauw, Mr. John Emerson, Ms. Julia Fullerton, Mr. Tracy Jones, Mr. Riley Oncken, Mr. Mark Pietrowski and Mr. Stephen Reid, all appointments for on term ending 11/30/2014.


5.) County Clerk & Recorder: Mr. Douglas Johnson to fill the unexpired term of John Acardo until 11/30/2014.
Moved by Mr. Tyson, seconded by Mrs. Turner and it was carried unanimously to forward these appointment recommendations to the full board for approval.


Mr. Stoddard started with an announcement that the with the Ad Hoc Rules Committee back together there will be a first meeting date scheduled soon and shared some of the main topics that the committee will be working on right away including: remote attendance, the best way to get Proclamations on the agenda, redistricting, and County Board Meeting times from 7:30 to 7:00 p.m. along with addressing some committee meeting times.


Mr. Hanson also added that the Deputy County Administrator position was scheduled to be coming to the Rules Committee for review. Mr. Cvek spoke up and said that from what he had read, there was a mistake in sending that issue to the Rules Committee because that committee should only deal with rules that pertain to the County Board. It was determined that in fact the Executive Committee should be looking into that position and will do so next month.


Mrs. Julia Fullerton arrived at 7:10 p.m.

 

Vice Chairman, Mr. Stoddard, also gave an update on communications. He announced to the committee that the County Board Facebook page was up and running now. This will be an informational page only and will not have the ability to post comments, it is solely to keep the public informed of meeting times and agendas and other county board related topics. In order to get something on that page it will have to be approved by Chairman Metzger and Vice Chairman Mr. Stoddard and the I.M.O. Department will be posting on their behalf. Mr. Metzger and Mr. Stoddard have also finished their first newspaper column that has been sent to nine newspapers and two radio stations in the area. They will also be appearing on a WSPY television show.


Mr. Gudmunson, Chairman of the Highway Committee, announced that the committee had met last week but had no action on anything but he did give some updates on bridges in the county. He shared that IDOT had some to DeKalb County and had assessed that one bridge in Squaw Grove would be closed and another one would have a weight limit put on it and two bridges in Paw Paw Township would be having weight limits put on them. There was also discussion on the Keslinger Bridge Project that has been closed for a very long time and the determination is that they are very close. Lastly the Five Points Road Bridge is expected to take a lot longer than originally anticipated.


Mrs. Fullerton, Chairman of the Law and Justice Committee, shared that her committee had a few guests recently that had come and spoke to them, first was Mr. Carl Leoni, Crime Free Housing & Inspection Coordinator for City of DeKalb and another was Ms. Jill Olson from DeKalb County's CASA Program. Mrs. Fullerton indicated that the next committee meeting they will be discussing budget requests from the Sheriff's Department, Court Services and the Children's Waiting Room at the Courthouse.


Mr. Whelan, Chairman of the Economic Development Committee, shared that the committee will be meeting tomorrow night and they will be having a presentation by DeKalb County Convention & Visitors Bureau. There will also be a request from the City of DeKalb to support their Tax Abatement Program.


Mrs. DeFauw, Chairman of Health and Human Services, shared that last night at her committee Donna Moulton gave an update on the Community Services Department.


Ms. Fauci, Chairman of the Forest Preserve Committee, stated the committee was shown a first draft of the FY2014 Budget and also talked about their Wetland Bank monies and lastly said that their IMRF funding will be complete by 2015. There was also discussion on the Genoa Trail Project that connects the City of Genoa to Russell Woods.


Mr. Reid, Chairman of the Finance Committee, said the committee received the FY2014 Budget Recommendations and shared that the last day for appeals is September 25th which will be discussed in October and then there will be a public hearing held in November.


Mrs. Turner, Chairman of the Planning and Zoning Committee, mentioned that the Farm Bureau proposed a text amendment on what is considered agriculture and a public hearing on it is scheduled for October 17th. The committee also had an update on Evergreen Village and lastly there was a presentation given on Zero Waste.

 

It was moved by Mrs. Fullerton, seconded by Mrs. DeFauw, and it was carried unanimously to approve the county board agenda and to forward it to the full county board for approval.

 

 

COUNTY ADMINISTRATOR REPORT


Mr. Gary Hanson, County Administrator, then gave his report to the committee. Some of the items that he reported on are mentioned below.


An update was given on Evergreen Village; Mr. Hanson announced that the public meeting for the residence of Evergreen Village will be held October 15th at 7 p.m. at the Sycamore High School Auditorium. There will be an informational presentation made and then they will break from the public meeting for small question and answer sessions. There will be multiple bilingual members at the meeting to help with communication.


There are multiple RFPs out right now for appraisers, demolition, a park manager, and asbestos testing for the mobile home park. The county is ready to put out an offer of purchase on the property Evergreen Village is located on in hopes of acquiring that property by the end of the year.


Mr. Hanson shared another big project that is being worked on right now is the FY2014 Budget. He also reminded the Executive Committee that the Budget Forum is September 18th at 6 p.m. before the County Board Meeting. That session is for board members to come to with any questions that they may have regarding the budget recommendations and process.


Other small items Mr. Hanson announced was Economic Development Committee will be hosting New Mayors in the County on October 9th in the Gathertorium at the Legislative Center. He also thanked Christine Johnson for helping organize the event. He also announced Sandra Belman was the new Executive Director of the Community Mental Health Board and discussed he had an introductory meeting with her and the Board leadership. Lastly, Mr. Hanson asked if Committee Chairman could help get in the county appointments as soon as possible, he also shared that the office is working on different ways to get the County Board Packet out to the public online.
