The Health & Human Services Committee of the DeKalb County Board met on Monday, January 7, 2013, @ 6:30p.m. In the Administration Building’s Conference Room East. Chairman DeFauw called the meeting to order. Members present were Mr. Emerson, Mr. Johnson, Mr. Metzger, Mr. Tyson and Mr. Whelan. Ms. Moulton was also present.

 

APPROVAL OF THE MINUTES


It was moved by Mr. Emerson, seconded by Mr. Whelan, and carried to approve the minutes from November 2012.


APPROVAL OF THE AGENDA


It was moved by Mr. Metzger, seconded by Mr. Whelan, and carried unanimously to approve the agenda.

 

FEMA BOARD MEETING UPDATE
Mr. Donna Moulton, Director of the DeKalb County Community Services Department, updated the committee on the recent FEMA Board meeting. She explained that the FEMA Board reviewed and made allocations for the Phase 30 FEMA Emergency Food and Shelter Program. She also said that the Board decided not to fund one of the newer agencies application, Elder Care Service, due to applying the use funds to recommence a program that had lost funds indefinitely. This was not an appropriate use of the funds they felt.

 

Ms. Supple mentioned that she sits on the FEMA Board as the County’s representative. She said that a quote from the Northern Illinois Food Bank’s application states that 14.3% of the population or 14,083 people are living in poverty in our County. They also note that 14.5% or 3,341 children are living in poverty in DeKalb County. That poverty level number has grown faster than anticipated over the past couple of years, she said.

 

Ms. Moulton then apprised the committee about the Evergreen Village Mitigation Project. She said that the County has been given the “green light” to begin the mitigation process for Evergreen Village. A meeting will be held on January 22, 2013 for the County staff to discuss the first steps to be taken.

 

She also mentioned that she has hired a new bilingual Case Manager who will be working 24 hours a week with their clients. This person will be helping with the mitigation project. Ms. Moulton expects that this will be a long process and could go on for over 2 years to help people move into their new locations and getting kids registered in school districts.

 

FY2013 ANNUAL REPORTING LIST


Ms. Supple handed out the FY2013 Annual Reporting List for the committee to review. She mentioned that there was one agency that she did not include since over the past year they have switched locations and had a new Director assigned. She asked the committee if they still wanted to include them in their annual reporting list. That agency is the Tri-County Community Health Center. The committee agreed to include them in their annual list.

It was moved by Mr. Emerson, and seconded by Mr. Johnson, and carried unanimously to adjourn the meeting.
