#2013-01 02/20/2013 *See Description

DeKalb County Code Change for the Finance Director and Deputy County Administrator. 

*The county board voted to split the ordinance in order to adopt half of it. That section would be the code change that involves the Finance Director position, Section 2-68.

The section that was tabled was the other half of the ordinance regarding the code change for the Deputy County Administrator’s position, Section 2-67.  This ordinance will be brought back for next month.

#2013-02 03/20/2013 Passed Approving a Special Use Permit for a Landscaping Business. The DeKalb County Board does approve a special use permit request from Jeff J. Marshall to allow the operation of a landscaping business on property located at 14701 Gurler Road in Cortland Township, said property being zoned A-1. Agricultural District and legally described as shown in Exhibit “A” attached hereto.  
#2013-03 03/20/2013 Passed Amending Zoning Application Fee Schedule. The DeKalb County Board does hereby amend Ordinances 91-36, 98- 22, 2003-14, 2003-29, 2004-14, and 2004-24 Establishing Fee Schedule for Zoning Action Applications and does hereby replace in their entirety with the Zoning Application Fees attached hereto as Exhibit “A”. Committee Action: It was moved by Mr. Foster, seconded by Mr. Cribben, and it was carried with all voting in favor except Ms. Fauci, to forward this ordinance to the full board for approval.
#2013-04 03/20/2013 Passed Amending the Site Development Permit Application Fees. The DeKalb County Board does hereby amend Ordinance 2010-19 Establishing Fees for a Site Development Permit as Required in the Countywide Stormwater Management Ordinance for DeKalb County. Committee Action: It was moved by Ms. Fauci, seconded by Mr. O’Barski, and it was carried with all voting in favor except Mr. Emerson, to forward this ordinance to the full board for approval.

#2013-05 04/17/2013 Passed Approving a Special Use Permit for a Recreational Camp and Large-Scale Agritainment Use The DeKalb County Board does approve a Special Use Permit Request for property commonly known as Stonehouse Park in accordance with Section 9.02 of the DeKalb County Zoning Ordinance to permit the establishment and operation of a recreational camp and large-scale agritainment use on 37.29 acres consisting of 2 parcels, one of 32.29 acres surrounding a second 5-acre parcel that contains the historic Stonehouse, said properties being located on the north side of Suydam Road, approximately 1,750 feet east of the intersection of Suydam and Hyde Road, in unincorporated Paw Paw Township and being zoned A-1, Agricultural District and legally described as shown in Exhibit “A” attached hereto
#2013-06 04/17/2013 Passed Amending Chapter 7, Licenses for Raffles, of the DeKalb County Code The DeKalb County Board, does hereby amend Chapter 7 of the DeKalb County Code to replace the contents of said Chapter with the attached (Attachment A), amended and updated version of the Code (attached to this ordinance)

#2013-08 08/21/2013 Passed Code Amendment for Deputy County Administrator. The DeKalb County Code Chapter 2 (Administration) of Article III (Officers and Employees Generally) is hereby amended by inserting the attached language (titled "Deputy County Administrator") as Section 2-67 and that said change shall be effective immediately.

#2013-09 10/16/2013 Failed Approving a Special Use Permit for a Home Occupation on Property Located at 12855 Williams Circle in Sycamore Township. The DeKalb County Board does approve a Special Use Permit Request in accordance with Section 9.02 if the DeKalb County Zoning Ordinance to allow a home occupation in the form of a firearms sales business from property located at 12855 Williams Circle in Sycamore Township, said property being zoned PD-R, Planned Development- Residential District and legally described as shown in Exhibit "A" attached hereto.

#2013-12 10/16/2013 Passed Amendment to the DeKalb County Code. The DeKalb County Board does hereby adopt the recommendations for Committee Meeting changes to the DeKalb County Code adding Section 2-43(d).
#2013-13 10/16/2013   Passed Code Change for Deputy County Administrator. The DeKalb County Board does hereby adopt the recommendations for Chapter 2 of Article III of the DeKalb County Code is hereby amended by inserting the attached language (titled "Deputy County Administrator") as Section 2-67 and that said change shall be effective immediately.

#2013-10 11/20/2013 Passed Annual Appropriation for FY2014. The DeKalb County Forest Preserve District does hereby adopt the 2014 Annual Appropriation for January 1, 2014 through December 31, 2014 in the amount of $2,127,000.
#2013-11 11/20/2013 Passed   Adoption of the Property Tax Levy for FY2014. The DeKalb County Forest Preserve District does hereby adopt the Property Tax Levy for the 2014 Fiscal Year in the amount of $1,485,000.

#2013-14 11/20/2013   Passed Adoption of FY2014 Tax Levy. The DeKalb County Board hereby adopts the Property Tax Levy for the 2014 Fiscal Year in the amount of $20,900,000.
#2013-15 11/20/2013 Passed   Adoption of the FY2014 Budget. The DeKalb County Board hereby adopts the 2014 Annual Operating Budget for January 1, 2014 through December 31, 2014 in the amount of $77,333,650.

#2013-16 12/18/2013   Passed Altered Speed Zone for Rich Road. The DeKalb County Board does hereby approve to lower the speed limit to 45 mph on Rich Road commencing 2,808 feet westerly of North First Street and continuing westerly for a distance of 2,337 feet. This Ordinance shall take effect immediately after the erection of said signs giving notice of the maximum speed limits.
#2013-17 12/18/2013 Passed   Amending the DeKalb County Zoning Ordinance. The DeKalb County Board does hereby approve to amend the definitions of "agriculture" and "agribusiness" as set forth in the DeKalb County Zoning Ordinance regarding the restriction of County zoning authority with respect to land used for agriculture purposes to better reflect the modern state of agriculture in the County, the legislative intent of the State law and further concurs with the opinion of the State's Attorney that "agriculture purpose" should be liberally construed.
