#R2013-01  01/16/2013 Passed Local Agency Agreement for Base Line Road Bridge. The DeKalb County Board does authorize its Chairman to execute an appropriate Local Agency Agreement for Federal Participation with the State of Illinois for the repair of the Base Line Road Bridge over the South Branch of the Kishwaukee River in the Township of Sycamore, DeKalb County, Illinois. Said improvement to be designated as Section 08-18121-00-BR and estimated to cost $740,000.00 with the local share to be estimated at $36,000.00.
#R2013-02  01/16/2013 Passed Award for 2013 Tandem Cab and Chassis. The DeKalb County Board does approve the bid award for pieces of equipment as specified to Chicago International Trucks of Huntley, Illinois, who has submitted the lowest bid as follows: a.) provision of one new 2014 Tandem Axle Cab and Chassis as specified in the amount of $63,550.00; b.) Option Provision of one heated windshield for $662.00; c.) Option provision of one engine warranty for 84 months or 100,000 miles for $3,570.00; and d.) Option provision of transmission warranty: minimum 5 years unlimited mile extended warranty for $525.00.
#R2013-03  01/16/2013 Passed MFT for Salary & Equipment for 2013. The DeKalb County Board does authorize Motor Fuel Tax funds to cover a portion of the Maintainer’s salary and to purchase new equipment for the Department. In order for the State of Illinois to authorize the obligation of these funds the County Board must approve the expenditure. This year the Department budgeted $555,500 of MFT funds for salaries and $273,700 for equipment replacement. This resolution satisfies the State of Illinois’ requirement.

#R2013-07  02/20/2013 Passed Agreement with the State of Illinois for Grade Crossing Improvements to Genoa Road. The DeKalb County Board does authorize its chairman to sign the appropriate documents entering into an agreement with the State of Illinois & the Chicago Central & Pacific Railroad Company for the purpose of crossing warning signal devices on Genoa Road at the Chicago Central & Pacific Railroad Company crossing north of Cherry Valley Road. 
#R2013-08  02/20/2013 Passed Award for General County Letting. The DeKalb County Board does award the 2013 General Letting for Aggregate to everyone who submitted the lowest bids (LaFarge Aggregates of Elburn, IL., Macklin Inc. of Rochelle, Illinois, River Stone Group of Moline, IL, Vulcan Materials of Sycamore/DeKalb, Illinois and to Wagner Aggregate, Inc. of DeKalb Illinois), and to Sicalco, LTD of Forreston, Illinois, who submitted the lowest bid for calcium chloride.

#R2013-10 02/20/2013 Passed Annual Property Tax Abatement for Health Facility Bond Issue. That a portion of the $970,313.00 property tax levy for the 2012 Tax Year (payable in 2013), which was levied for the lease agreement for the retirement of the debt on the 2005 Health Facility Re-Financing Bond Issue, is hereby abated in the amount of $395,313.00, and that a certified copy of this resolution should be filed with the DeKalb County Clerk within fifteen days. 
#R2013-11 02/20/2013 Passed Award for Box, Plow, Wing, Spreader for New Tandem. The DeKalb County Board does award Monroe Truck Equipment of Monroe, Wisconsin, the lowest bid submitted, for the provision of one new snow plow, frame, hydraulic system, dump body, wing and pre-wet tank system as specified in the amount of $75,283.00.

R2013-17 03/20/2013 Passed Juvenile Justice Council Revised By-Laws. The DeKalb County Board does approve the revised by-laws of the DeKalb County Juvenile Justice Council and are hereby ratified and shall take effect immediately and that the DeKalb County Juvenile Justice Council shall be and continue in existence under said by-laws in perpetuity or until further action of this County Board. One of the revisions stated that the State’s Attorney is not automatically the chairman of the Council. One more additional revision to the by-laws under Article XIII, Section I, mentions that the Council shall undertake a review of the by-laws every four years.
#R2013-18 03/20/2013 Passed Award for Paw Paw Road District MFT Aggregate Project. The DeKalb County Board does award Macklin, Inc. of Rochelle, Illinois as the lowest responsible bid in the amount of $44,910 for 4,500 tons of aggregate to be spread on roads in Paw Paw Road District. Committee Action: Moved by Mr. Jones, seconded by Mr. Johnson, and it was carried unanimously, to approve this resolution and to forward it to the full county board for approval.

The DeKalb County Board does award as follows: Afton Road District, Curran Contracting Company from DeKalb, Illinois submitted the low bid in the amount of $252,720.57 for the hot-mix resurfacing of 3.09 miles of Elva Road, Crego Road and Keslinger Road; and for Sandwich Road District in the amount of $193,823 for the hot-mix resurfacing of 1.17 miles of Pratt Road and Hidden Oaks Lane; Martin & Company from Oregon, Illinois submitted the low bid for Kingston Road District in the amount of $53,601.40 for the hot-mix resurfacing of 0.37 miles of Dawn Drive and Kingston Road; and for Mayfield Road District in the amount of $56,410.30 for the hot-mix resurfacing of 0.47 miles of Motel Road; and for Shabbona Road District in the amount of $26,218.94 for the hot-mix resurfacing of 0.2 miles of Shabbona Grove Road; and Peter Baker and Sons from Lake Bluff, Illinois submitted the low bid for Sycamore Road District in the amount of $232,915.35 for the hot-mix resurfacing of 3.43 miles of Base Line Road, Oak Drive, Rivers Road, Dunkey Court and Elfran Drive.

#R2013-21 03/20/2013 Passed MFT for Seal Coat Project. The DeKalb County Board does authorize $73,685 in Motor Fuel Tax funds to be utilized toward the 2013 County portion of this project.

The DeKalb County Board does support the New Access Point application to develop a Health Center in DeKalb County, as endorsed by the DeKalb County Board. The Greater Elgin Family Care Center will receive financial support as a Federally Qualified Health Center to provide affordable, quality medical care to at least 5,780 unique DeKalb County Residents via at least 17,919 primary care, dental care and behavioral health care encounters by the end of the second year of funding. The Greater Elgin Family Care Center will absorb the KishHealth’s existing Center located on Plank Road in Sycamore, Illinois.

#R2013-09 04/17/2013 Passed Award for Rural Sign Upgrade Program The County of DeKalb does award the Rural Sign Upgrade Program for Subgroup B for the posts and hardware, to MD Solutions from Plain City, Ohio, for $71,116.99 The second award goes to Vulcan, Inc., Foley, Alabama, who submitted the low bid meeting specifications for subgroup A- regulatory and warning signs in the amount of $67,984.00.

The County of DeKalb would be resurfacing 4.17 miles of Malta Road between Old State Road and Illinois Route 72 during 2013 The County will be utilizing motor fuel tax funds to pay for a portion of this project In order for the County to spend MFT funds the County Board must authorize the expenditure It is estimated that $384,064.00 of MFT funds will be utilized on this project
#R2013-27 04/17/2013 Passed Local Agency Agreement for Perry Road Resurfacing Project. Perry Road was selected by the State as a Federal project and moved up to 2013 from 2014 State Transportation Rural Funds will be used on this project to cover 80% of the cost and the County will be responsible for the remaining 20% The estimated cost of this project is $956,000.00 In order for the County to have the State pay for 80% of this project a local agency agreement must be executed between the State and the County
#R2013-28 04/17/2013 Passed Local Agency Agreement for Federal Participation for Five Points Road Bridge This local agency agreement for Five Points Road Bridge project involves the use of State Transportation Bridge Funds This project involves the replacement of the Five Points Road Bridge just north of Kingston and the estimated cost of this project is $2,756,000.00 The County’s share of this project has been estimated to be $551,200.00  
#R2013-29 04/17/2013 Passed MFT Resolution for Perry Road Resurfacing Project. Â This resolution goes with the Local Agency Agreement under Resolution #R2013-27 This is for the hot mix project The County will use a portion of their MFT funds for this project and before that can happen the County Board needs to approve the expenditure of these funds This resolution satisfies that requirement An estimate of $191,200.00 in MFT funds will be used.
#R2013-30 04/17/2013 Passed Authorizing Application for Public Transportation Financial Assistance. This application provides funding for the County’s rural transportation services such as TransVac and MedVac. The funds are passed through the County to the Voluntary Action Center along with all responsibilities and liability The Federal funds allocated would remain at $372,475.00 and State funds at $375,000.00
#R2013-31 04/17/2013 Passed Acceptance of the Special Warranty for Public Transportation Financial Assistance. In order for the County to receive financial assistance for public transportation, there are certain conditions that it must agree to These conditions mainly deal with ensuring that the County would not be in competition with any private transportation service and those union employees or those certain companies would not be adversely affected by the awarding of the financial assistance As there are no other unionized transportation services operating in DeKalb County, therefore DeKalb County has no problems meeting and complying with the Special Warranty.

#R2013-33  05/19/2013 Passed Award for County, Clinton & Squaw Grove Hot-Mix Projects. The DeKalb County Board does award the Hot Mix Projects to three companies that have submitted the low bids meeting specifications, those being: Curran Contracting Company in the amount of $141,457.00 for the hot-mix resurfacing of 0.80 miles of Waterman Road in Clinton Road District, Geneva Construction Company in the amount of $314,766.00 for the hot-mix resurfacing of 1.57 miles of Governor Beveridge Highway and Bastian Road in Square Grove Road District, and Martin & Company Excavating in the amount of $626,101.48 for the hot-mix resurfacing of 4.17 miles of Malta Road between Old State Road and Illinois Rote 72 in DeKalb County.

#R2013-43  06/19/2013 Passed Baseline Road Bridge – Anticipation of Township Bridge Funds. The DeKalb County Board does approve using Township Bridge Funds for the cost of the Baseline Road Bridge Project. To cover the programed portion of this cost the County will cover this cost from the County Bridge Fund and receive reimbursement from the State of Illinois through the annual allocation process. This is a joint Township Road and both Sycamore and Kingston Road Districts will participate in this project scheduled to begin on July 8, 2013 with an anticipated completion date during the first week of September 2013.
#R2013-44  06/19/2013 Passed MFT For West County Line Road Resurface Project. The County of DeKalb wants to maintain the road from Perry to U.S Route 30. IN the 1990’s DeKalb and Lee Counties entered into an agreement stating that Lee County would be responsible for the 4 miles from Lee Road south to U.S. Route 30. Contained in that agreement was the provision that when either County would perform major maintenance, i.e. resurfacing, then each County would participate in an agreed prorated cost of those projects. DeKalb County’s prorated cost for this current project has been estimated at $92,000 and we will be using MFT funds as well as matching funds. In order for MFT funds to be used the County Board must authorize appropriation of such funds. MFT funds in the amount of $47,135.00 are being programed for this project.

The DeKalb County Board does award the 2013 Paving Marking Project to the low bidder meeting specifications, America’s Parking Remarking of St. Louis, Missouri, in the amount of $247,462.90 for the center line and edge line markings on all County roads and various Road District roads.

#R2013-52  08/21/2013 Passed Authorizing a Mitigation Agreement between the County and the Forest Preserve District for the County's Five Points Road Bridge Project. The County needs to purchase 0.69 acres (1.5 to 1 ratio is required) of wetland credits. The Forest Preserve District is willing to provide the needed credits from its Afton Forest Preserve Westland Bank site at no cost.
#R2013-53  08/21/2013 Passed Expansion of Credit for IMRF Services. The DeKalb County Forest Preserve Commissioners do allow for service credit for Military Service to return to IMRF within 90 days of service.

#R2013-66 10/16/2013 Creating A Zero Waste Task Force. The DeKalb County Board hereby authorizes the creation of a Zero Waste Task Force (ZWTF) to undertake consideration of adopting Zero Waste as guiding principle within the DeKalb County Solid Waste Management Plan and, if the Task Force recommends that Zero Waste should be adopted, identify and evaluate the goals, objectives, policies, programs, tasks and costs associated with implementing a Zero Waste approach to waste management within the County.

The DeKalb County Board does award the timber pile repairs on three bridges in DeKalb County to the lowest bidder meeting specifications, Sjostrom & Sons, Inc., of Rockford, Illinois in the amount of One Hundred Forty-Nine Thousand Six Hundred dollars and zero cents ($149,600).

#R2013-84 11/20/2013 Intergovernmental Agreement with Kane County. The DeKalb County Board does hereby authorized to enter into an intergovernmental agreement with the County of Kane for the provision of multi-systemic therapy services to juveniles and their families as ordered by the courts.

MFT for Salary and Equipment Rental. The DeKalb County Board hereby authorizes the expenditure of MFT funds for salary and equipment rental in the amount of $941,000.00.

#R2013-86 11/20/2013 MFT for 2013 Winter Maintenance Materials. The DeKalb County Board does approve the County to expend MFT funds for salt during 2014 in the amount of $500,000.00.

Elected Officials Salaries. The DeKalb County Board hereby approves to set the DeKalb County Elected Officials salaries for those officials to be elected in November of 2014 with an effective date of January 1, 2015.

#R2013-88 12/18/2013 Preliminary Engineering Agreement for Keslinger Road Bridge. The DeKalb County Board deems it appropriate to enter into an Engineering Agreement with Wendler Engineering Services, Inc. of Dixon, Illinois for the provision of preliminary engineering services incident to the repair or replacement of a bridge on Keslinger Road over the south branch of the Kishwaukee River located in Afton Road District in the amount not to exceed $56,000.00.

State's Attorney Appellate Prosecutor. The DeKalb County Board hereby agrees to participate in the service program of the Office of the State's Attorney Prosecutor for Fiscal Year 2014, commencing January 1, 2014, and ending December 31, 2014 in the amount of $20,000.00, which was included in the FY2014 Budget.

To authorize the Chairman of the DeKalb County Board to execute a deed of conveyance of the County's interest or authorize the cancellation of the appropriate Certificate of Purchase, as the case may be (parcel #09-17-400-010) the sum of $7,426.06 to be paid to the Treasurer of DeKalb County, Illinois, to be disbursed according to law.
