DISCUSSION

 

The Board of Health entered into Executive Session at 7:40 pm for the purpose of discussing personnel and negotiating matters.

 

Mrs. Grush explained we have had eight meetings with the union to discuss alternatives to layoff, and to bargain the impact/affects, in accordance with our contractual obligations.

 

She reviewed the information packet and the ten proposals we offered to reduce the number of layoffs.  Our proposals were rejected, thus Mrs. Grush provided her recommendation to the Board for layoffs.  She detailed the financial savings of layoffs, in addition to other cuts that were made, in order to reduce the budget deficit.  While we face a difficult year of transition, Mrs. Grush believes these measures are necessary for the future survival of the agency and programs.

 

Mrs. Grush reviewed the Memorandum of Understanding negotiated with the union as a result of impact/affects bargaining.

Mrs. Grush explained the process we are planning to move forward with layoffs to give affected employees as much time as possible to seek other employment.
