#2007-07 01/17/2007   Bid Award for the Second Phase of Construction of the Afton Wetland Bank.  To award a bid of $44,701.00 to the lowest bidder, Bish Excavating Company for the construction of the second phase of the Afton Wetland Bank.
#2007-08 01/17/2007   2007 General County Letting.  To authorize the County Highway Department to request bids from local plants and quarries for road maintenance materials to be used by the County and all 19 Road districts during the year. 
#2007-09 01/17/2007   Bid Award For One New Snow Plow and Frame.  To approve the bid award for one new snow plow and frame to the lowest bidder, Monroe Truck Sales from Monroe, Wisconsin in the amount of $67,281.00. 
#2007-10 01/17/2007   Annual MFT for Salaries and Equipment for 2007. To allow MFT funds to be used for certain salaries and activities and the rental of County Equipment.

#2007-12 02/21/2007   Declaration of a Vacancy on the DeKalb County Board.  To declare a vacancy on the DeKalb County Board due to the resignation of Mr. Jeff Whelan of County Board District 9. 
#2007-13 02/21/2007   Amendment to the DeKalb County Indemnification Policy.  To amend the DeKalb County Indemnification Policy to include the DeKalb County Supportive Living Facility, Non For Profit, Directors and the County Home Manager.
#2007-14 02/21/2007    Award the 2007 Aggregate Projects Spread on Road.  To approve two  aggregate projects, Malta and Shabbona Road Districts.
#2007-15 02/21/2007    Reappointment of the County Engineer.  To request the consent from the Illinois Department of Transportation to allow the County to reappoint William G. Lorence as DeKalb County Engineer for an additional six-year term.

 

#2007-16 02/21/2007    Abatement of Taxes for the 1997 Health Facility Bond Issue.  To allow a portion of the $976,518 property tax levy for the 2006 Tax Year, which was levied for the lease agreement for  the retirement of the debt on the 1997 Health Facility Bond Issue, is hereby abated in the amount of $551,518, and that a certified copy of this resolution should be filed with the DeKalb County Clerk within fifteen days.

#2007-17 03/21/2007    Tax Abatement Request from the City of DeKalb.
#2007-18 03/21/2007   Establishment of the Kishwaukee Valley Water Authority.

 

#2007-19 03/21/2007   Bid Award for Seal Coating Projects.  To approve the bid award to Steffens 3-D Construction, Inc. of El Paso, Illinois, for the seal coating of various roads on the County and Road District road systems in the amount of $838,865.28.

  Bid Award for 1 New One-Ton Construction Vehicle.  To approve the bid to Brad Manning Ford, of DeKalb, Illinois as the lowest bidder, for the purchase of one new One-Ton Construction Vehicle in the amount of $29,491.00.

  Local Agency Agreement for Federal Participation in the Hot Mix Resurfacing of Genoa Road.  To authorize the Chairman to execute an appropriate Local Agency Agreement for Federal Participation with the State of Illinois for the resurfacing of Genoa Road. 
#2007-22 03/21/2007

 

  Public Defender’s Compensation.  To declare the Public Defender to be a full-time position and does permanently set the salary of that office at 90% of the salary of the DeKalb County State’s Attorney as amended from time to time. This resolution is effective March 1, 2007. 
#2007-23 03/21/2007   Authorization to Expend MFT Funds for 2007 County Seal Coat Project.  The County would use MFT funds for part of the 2007 Seal Coat Project. In order to do so, the County Board must first request from the State authority to do so.  This resolution accomplishes this requirement.  The County will use approximately 65% MFT funds and 35% Matching Tax funds to cover the cost. Therefore, the amount requested to be authorized for this project is $110,975.00. 

 

#2007-24 03/21/2007    Community Outreach Building Addition.  To approve the addition of a second floor to the proposed Home Health Care Facility.

#2007-24 04/18/2007    Renewal of Consideration for Community Outreach Building Addition.  To reopen discussion on the proposed second floor addition to the Community Outreach Building.
#2007-25     Approval of a License for Landfill Annual Renewal.  To recommend the renewal a county permit to operate the DeKalb County Sanitary Landfill to Waste Management of Illinois for the period of May 1, 2007 to April 30, 2008. 

 

#2007--26 04/18/2007    Lease Agreement Between the County of DeKalb and the DeKalb County Supportive Living Facility.  To lease the county land in question for the DeKalb County Supportive Living for $1 per year and that it will be leased for 99 years in this project.  Further the County Board approves the actions of the DeKalb County Supportive Living Facility Not-for-Profit in adopting Amendments to the Articles of Incorporation; approving Bylaws for the regulation of the affairs of the Corporation and electing Veronica Casella, George Daugherty, Eileen Dubin, Nate Kloster, Ruth Ann Tobias and Richard Ubl as Directors of the Corporation.  The DeKalb County Board further directs its Chairman to perfect, and execute, pursuant to favorable legal review, any and all documents necessary to implement this project.
#2007--27 04/18/2007 Prairie Band of the Potawatomi Nation Agreement with the County of DeKalb, Illinois.  For the County of DeKalb and the Prairie Band of the Potawatomi Nation to enter into negotiations for an agreement for future services to facilitate the operation of a gaming facility on tribal owned lands within DeKalb County. 
#2007--28 04/18/2007 Reappointment of the County Engineer.  To reappoint Mr. William Lorence, the current County  Engineer, for an additional six-year term effective June 23, 2007. 
#2007--29 04/18/2007 To Award the 2007 Road District Hot Mix Projects:  To award the 2007 Road District Hot Mix Projects to various companies. 
#2007--30 04/18/2007 Eminent Domain on Glidden Road.  To recommend the authorization of eminent domain for one-piece of property, parcel 20, currently under a life time right of A. Anderson along Glidden Road.

#2007-31 05/16/2007    Acquisition of the Afton Forest Preserve Addition.  To approve the acquisition of the Afton Forest Preserve Addition, O.S.L.A.D. Grant Application, and the purchase contract attached hereto, at a cost of $770,214.00. 
#2007-32 05/16/2007    Annual Senior Services Tax Levy Appropriations.   To award the following allocations for the Senior Services Tax Levy Appropriations: Family Services Agency was awarded $90,000; The DeKalb County Health Department was awarded $27,000; the Elder Care Services Agency was awarded $25,000 for their Case Management Program, $21,000 for their Elder Abuse Program and $30,000 for Elder Self-Neglect Program; Voluntary Action Center was awarded $90,000 for their Meals On Wheels Program and $80,000 for their Transportation Program; Hospice was awarded $4,000; Prairie State Legal Services was awarded $3,000; Fox Valley Older Adults was awarded $40,000; Opportunity House was awarded $32,000 and Barb City Manor was awarded $8,000.
#2007-33 05/16/2007     MFT for County Maintenance.  To authorize the expenditure of MFT funds on approved road projects. 
#2007-34 05/16/2007     Bid Award for Peace Road Surface Project and 2007 Countywide Pavement Marking Project:  To award the surfacing of Peace Road from Wirsing Drive to Illinois Route 64 to the lowest bidder, Curran Contracting Company in the amount of $626,428.60, and to award the 2007 pavement marking project to Preform Traffic Control in the amount of $260,793.00. 
#2007-35 05/16/2007     MFT for Pavement Marking Project.  To authorize the expenditure of MFT funds on the approved pavement marking project, which is a 50/50 split. 
#2007-36 05/16/2007     Honoring Mr. Dennis Ragan.  The DeKalb County Board does acknowledge and express its deep gratitude for the considerable time and effort selflessly volunteered by Mr. Dennis Ragan on behalf of the citizens of the Village of Lee and of the County of DeKalb, Illinois, as a whole between April 2002 and April 2007, and does further hereby acknowledge Mr. Dennis Ragan as a founding member representative of the Regional Planning Commission.

#2007-37 06/20/2007   Tax Abatement Policy that Supercedes R2003-52:  The findings of the Economic Development Committee will supercede resolution #R2003-52 by stating that the committee oversees and makes recommendations on the County’s economic development efforts; that it recommends that the County continue to participate in the City of DeKalb’s tax abatement program; and that the County’s participation be limited in length to no more than 5 years per project and limited in amounts to up to 90% in the 1st full taxable  year, 80% in the 2nd full taxable year, 70% in the 3rd full taxable year, 60% in the 4th full taxable year, and 50% in the 5th full taxable year. The DeKalb County Clerk is directed to annotate Resolution R2003-52 as being superseded by this resolution.
#2007-38 06/20/2007   Delinquent Property Tax Sale.  To authorize the Chairman of the DeKalb County Board to execute a deed of conveyance of the County’s interest or authorized the cancellation of the appropriate Certificate of Purchase, on the Certificate #2002-00264 for the sum of $250.00 to be paid to the Treasurer of DeKalb County, Illinois, to be disbursed according to the law. 
#2007-39 06/20/2007   Precinct Line Changes.  To approve the proposed precinct realignment, resulting in the changes noted in the attached materials, to precincts: CO-05, CO-08 (newly created), DK-28, DK-29 and DK21 (to correct a scriveners error).  Said precinct line changes will be effective for the February 5, 2008 Primary Election.
#2007-40 06/20/2007   Custom Aluminum Tax Abatement Request.  To grant the request by Custom Aluminum for the three-year decreasing term tax abatement program, which with the acquisition of the former AG Communication Systems facility and the economic incentive assistance, will create 50 new jobs, and other conditions outlined in this resolution. 
#2007-41 06/20/2007   DeKalb County’s Fiscal Year Change.  To change the fiscal year for DeKalb County to a beginning date of January 1st and an ending date of December 31st and that said change would occur by extending the end of the 2007 fiscal year from November 30, 2007 to December 31, 2007. 
#2007-42 06/20/2007   DeKalb County’s Fiscal Year Change.  To change the fiscal year for DeKalb County Forest Preserve District to a beginning date of January 1st and an ending date of December 31st and that said change would occur by extending the end of the 2007 fiscal year from November 30, 2007 to December 31, 2007.
#2007-43 06/20/2007   Water Study Proposal.  To enter into a cooperative agreement with the cities of DeKalb and Sycamore for a Water Study and to fund the study in the amount of $10,000 from each entity totaling $30,000.
#2007-44 06/20/2007   Illinois Department of Transportation (IDOT) Consolidated Vehicle Procurement Program.  To allow for TransVac to procure vehicles from the State at a shared cost of 80/20. 
#2007-45 06/20/2007   Section 5311 Grant.  This grant is for operating funding for TransVac.  This is required to be submitted through a Government agency as well and is a pass through grant, meaning that all funds are passed through the County to TransVac. 
#2007-46 06/20/2007   Special Warranty for Section 5311 Grant.  This Warranty is required of the County and it simply states that public funds will not be used to provide TransVac with an unfair advantage in operating in this area with other agencies providing the same type of service to the public on a private basis.
#2007-47 06/20/2007   Agreement of Understanding for Maintenance and Construction with the Illinois Department of Transportation (IDOT).  Due to the recent reappointment of Mr. Lorence as the County Engineer, IDOT has requested a renewal of this agreement.
#2007-48 06/20/2007   Bid Award for Afton Road District Hot Mix Project.  A sole bid was received to place a hot mix overlay on portions of Crego Road in Afton Road District.  The bid was awarded to Curran Contracting Company in the amount of $153,575.15 for 2.473 miles.
#2007-49 06/20/2007   Bid Award for the Replacement of One ¾ Ton Pick-Up Truck.  To award a bid for the replacement of one ¾ ton pick-up truck to the sole bidder, Mike Mooney, Inc., of DeKalb, Illinois.  The total amount of the vehicle was $23,495.00. 
#2007-50 06/20/2007   Local Agency Agreement for Federal Participation for Cherry Valley Road Bridge Replacement.  To enter into a Local Agency Agreement for Federal Participation for the Cherry Valley Road Bridge Replacement with the Illinois Department of Transportation (IDOT) in order to secure funding.  Funding is 80% Federal and 20% County funds for that portion of the construction associated with the bridge and approaches. Some additional turn-lane work will be completed at the same time and that work will be paid for using County funds.  The County’s portion of this entire project has been estimated at $426,902.00.

#2007-55 08/15/2007   1st Time Homebuyers Annual Request for Renewal of Bonds.   Authorizing the Execution and Delivery of an Intergovernmental Cooperation Agreement and Certain Documents with Regards to the First Time Homebuyers Mortgage Revenue Bonds.
#2007-56 08/15/2007   Release of Executive Session Minutes.  Annual release of executive session minutes for closed meetings held by the DeKalb County Board and the appointed committees of the board.
#2007-57 08/15/2007   T.I.F. Agreement with the City of DeKalb on the Renew DeKalb Project.  To authorize DeKalb County to enter into an Intergovernmental Agreement with the City of DeKalb regarding the Tax Increment Financing Redevelopment Plan and Project for Downtown DeKalb.
#2007-58 08/15/2007   Bid Award on Improvement for Pierce Road District.  Bid awarded to the lowest bidder, Elmer Larson, LLC, from Sycamore, Illinois in the amount of $45,640.15, for the placement of an estimated five thousand nine hundred thirty-five ton of aggregate surface course, spread on road on Pritchard Road and Harter Road both in Pierce Road District.

#2007-59 09/19/2007   Bid Award for Replacement of One Bobcat Loader.  To award the low bid for one new Bobcat All-Wheel Steer Loader and attachments to CSR Bobcat of DeKalb, Illinois, in the amount of $41,657.00 and one laser control package for 84” grader attachment in the amount of $6,100.00.
#2007-60 09/19/2007   Bid Award for Shabbona Road Bridge.  To award the low bid for the construction of a reinforced concrete double 12’x9’ box culvert including necessary roadway approaches on Shabbona Road north of Shabbona between the Lee Road curves, to Civil Constructors, Inc., of Freeport, Illinois, in the amount of $334,952.70.
#2007-61 09/19/2007   Anticipation of Township Bridge Funds.  South Grove Road District is requesting to use funds from the Township Bridge Program to pay for 80% of a project to replace a bridge on Esmond Road.  The County will upfront the funds to pay for this project and then be reimbursed by the State with the receipt of our annual Township Bridge allotment. The payback schedule will be approximately two years once the County is reimbursed for the Irene Road Bridge and Brickville Road Bridge.  The amount of this resolution is for $282,380.64. 
#2007-62 09/19/2007   Tax  Abatement Proposal.  To agree to the abatement of taxes request of Superior Industrial Equipment in the amounts of 80% in 2008; 70% in 2009; and 50% in 2010 provided that they purchase Lot #12 of the Sycamore Prairie Business Park, construct a new 15,000 square foot building and create at least three additional skilled jobs paying between $35,000 and $45,000 in the first twelve months of operation.
#2007-63 09/19/2007   Lt. Governor Quinn’s Proposal for Mandatory Federal Funding for Veteran’s Health Care Advisory Referendum.  That the following question of public policy shall be submitted to the voters of DeKalb County as an advisory referendum at the primary election scheduled for Tuesday, February 5, 2008, consistent with the Illinois Election Code: “Shall the Federal Government be required to adopt mandatory full funding of the Department of Veterans Affairs for  the purpose of ensuring that all eligible honorably discharged U.S. veterans receive quality and accessible health care and related services?”
#2007-64 09/19/2007   Strategic Planning Process for the DeKalb County  Board.  To agree to engage in a contract with TechSolve of Cincinnati, Ohio, for a sum not to exceed $10,000 plus travel and other project-related expenses to lead a Strategic Planning process for the DeKalb County Board.
#2007-65 09/19/2007   Articles of Rules and Procedures.  To adopt the Articles of Rules and Regulations pursuant to the Siting Ordinance, to guide the proceedings of the DeKalb County Pollution Control Facility Committee in the future.  Committee Action:  Moved by Ms. Vary, seconded by Mr. Andersen, and it was carried unanimously to forward the Articles of Rules and Regulations pursuant to the Siting Ordinance, to the full board for approval. 
#2007-66 09/19/2007     Patrick Engineering Continuation Agreement. To agree to extend the current agreement with Patrick Engineering of Lisle, Illinois, on a time and materials basis for an amount not to exceed $20,000.   Committee Action: Moved by Mr. Steimel, seconded by Mr. Andersen, and it was carried unanimously to forward the proposal to the full board for approval.

#2007-67 10/17/2007   To Place the FY2008 Budget on File for Public View.   To place the Forest Preserve District’s FY2008 Budget on File for Public Viewing in the County Clerk’s Office, on the County’s Internet site, and at two other geographically diverse public offices (The Sandwich City Hall and the office of the Genoa City Clerk), for public inspection.

#2007-69 10/17/2007   Agreement For A Pre-Application To Participate in a Hazard Mitigation Grant Program.  To authorize the County to enter into a contract with Molly O’Toole and Associates, Ltd., to file a pre-application to participate in the Hazard Mitigation Grant Program and explore the possibility of a mitigation project for Evergreen Village utilizing to the extent possible State and Federal funds. 
#2007-70 10/17/2007   Severe Weather Policy.    To adopt a Severe Weather Policy to provide guidance to DeKalb County Employees and citizens during periods of extreme weather. 
#2007-71 10/17/2007   In Support of a Conservation Initiative.   To have the County of DeKalb become more active in the promotion of resource conservation initially focusing on water, energy, preservation of farmland and recycling.

#2007-72 11/21/2007 Bid Award for a Bridge Project.  To award a bid to the lowest bidder, Sjostrom & Sons, Inc. from Rockford, Illinois, for $427,000.00, for the construction of a single span steel “I” – beam bridge with concrete deck including necessary roadway approaches on Esmond Road over Owens Creek, identified as section number 05-16116-00-BR.

#2007-73 12/19/2007   Tax Abatement Resolution of Intent.  A recommendation for a letter of intent regarding a tax abatement request for the construction of a new facility in Park 88 called “Project 11”, in the City of DeKalb Tax Abatement Program that grants a five-year decreasing term property tax abatement . 
#2007-74 12/19/2007    To Participate in the Park District Risk Management Agency Insurance Program (P.D.R.M.A.).    To authorize the  Forest Preserve District to participate in an intergovernmental agreement with other public entities that have banded together to share insurance risk pools. The Forest Preserve District cost of $13,704.00  would cover liability, workmen’s compensation, property and vehicles, and other insurance coverage.
